The Chinese Narrative on the “American West”: Discursive Shift Amid Rising Foreign Policy Challenges

Abstract

The growing tensions between China and the US have led to a noticeable shift in their mutual perceptions, driving Chinese authors to use the term “American West” (Mei Xifang) more extensively. This study explores the evolution of the “American West” narrative and its implications for China’s worldview, utilizing a representative dataset from China National Knowledge Infrastructure (CNKI) and advanced corpus linguistics techniques. The analysis delves into the semantic nuances and frequency of the “American West” narrative in academic and media discourse. Valuable insights emerge from the examination of authoritative editorials in the People’s Daily newspaper. When aligning this data with geopolitical developments, it becomes evident that the widespread use of the term “American West” corresponds with China’s strategic response to major external issues, including the Ukrainian crisis. Keyness analysis illuminates the semantic field of the narrative, demonstrating a qualitative, not just quantitative, change in discourse. Our findings suggest that the current discursive shift is primarily motivated by ideological factors. As Beijing reassesses potential threats, the “American West” narrative becomes a vital conceptual framework to foster societal cohesion. It aims to convey to the party apparatus and Chinese society the notion that China faces a more extensive challenge, surpassing the complexities in its relations with the United States. This paper underscores the significance of comprehending the multifaceted dynamics in China–US and China–West relations. As global risks and uncertainties persist and the Chinese Communist Party’s elite recalibrates strategic options, recognizing the shifting connotations of the “American West” concept is crucial for discerning China’s future trajectory.

2 В 2018 г. китайские исследователи в сфере международных отношений установили рекорд, опубликовав 1787 статей по теме “отношения КНР и США” – это самое большое количество за всю историю научной периодики материкового Китая1. Нарастание конфликтности в китайско-американских отношениях во время пандемии коронавируса, дальнейшая эскалация торговых противоречий и обострение технологической конкуренции Пекина и Вашингтона, как казалось, должны были привести к еще более активной работе китайского научно-экспертного сообщества по “производству знаний” в этой области и, следовательно, к “буму” академических публикаций на политически актуальную тему. Однако в реальности наблюдается противоположная и контринтуитивная картина: согласно базе China National Knowledge Infrastructure, после небывалого пика в 2018 г. количество статей в научных журналах об отношениях Китая с США резко пошло вниз, сократившись за четыре года до 970, то есть более чем на 80%. В 2022 г. этот показатель находился примерно на уровне 2007 г. (975 публикаций), и, судя по общей тенденции, в 2023 г. падение может продолжиться. В последние годы наблюдается другое любопытное явление: резкое увеличение упоминания термина 美西方 (Мэй Сифан, “Американский Запад”)2 как в академическом, так и в медийном дискурсе. 1. 3 Формально прямой связи между падением количества научных статей на тему китайско-американских отношений и популярностью термина “Американский Запад”, вероятно, нет, но, как представляется, нынешняя ситуация в целом похожа на некую “стратегическую паузу”, которая может привести к корректировке внешней политики Пекина. В такие моменты как раз и происходит то, что можно обозначить как “концептуальная подвижность”. Наблюдаются активные изменения политического языка и дискурсивных стратегий, обновляется терминология, и в этом отношении косвенная связь двух трендов (нисходящего и восходящего) все же присутствует. Она продиктована неопределенностью и транзитным характером нынешней ситуации. Примечательно, что в своем докладе на 20-м съезде КПК (октябрь 2022 г.) Си Цзиньпин прибег к нетипичным для марксистской терминологии образам “серых носорогов” и “черных лебедей” [1]. Рассмотрение неясных дискурсивных сигналов, которые поначалу могут показаться малозначительными, при внимательном к ним отношении может дать внешнему наблюдателю много ценной информации. Как мы ранее отмечали, в исследованиях по внешней политике Китая следует больше усилий посвящать расшифровке “неясных понятий”, поскольку чаще всего они не являются нейтральными и подчиняются общей политической логике китайского руководства [2]. На необходимость анализировать то, каким языком говорит между собой китайская элита и в каких терминах выражена китайская стратегия, очень своевременно обратил внимание российский китаевед С.Н. Гончаров [3].
