Abstract

The article examines the outcomes of Turkish foreign policy towards the Western Balkans from the moment of its intensification, designated as the “Erdogan era”, up to date. As a period of development of Turkish-Balkan relations, it is characterized with the priority of economy over diplomacy and personal ties over institutional interaction. The article evaluates historiographical drift in the perception of Türkiye as an influencer in dependence on transformation of its general foreign policy and regional strategy. Negative assessments and connotations have prevailed in recent years: Türkiye has been analytically “separated” from the Western influential powers and referred to as a so-called Eastern power (along with Russia, China, and the Persian Gulf countries), recognized by western tradition as a non-democratic force with malign influence in the region. The authors argue that this analytical construction does not correlate with the current Türkiye’s state of affairs in the region and its self-positioning in the changing world order. They point out that the Turkish authorities see and interpret Türkiye’s alleged challenge to the current international order as an intra-alliance opposition. Although often being called a “spoiler” of EU policy in the Western Balkans, indeed, Türkiye mostly remains in line with NATO, the EU and the US, still favoring Atlanticism and Europeanism in practical politics, despite severe criticism in public rhetoric used mainly for Turkish domestic consumption. The research pays special attention to Türkiye’s vulnerabilities. It evaluates achievements in the region with a focus on: low entry points in economy and politics of Turkish-Balkan relations; lack of interest and motivation of Turkish private business to explore the markets of the Western Balkans; inability to compete with the EU dominance in the foreign trade sector; incomparable capabilities of Türkiye with those of the leading “quintet” of external actors (China, EU, Russia, UK, and US) in the Western Balkans.

2 Политическая субъектность Западных Балкан давно находится под вопросом. Начиная с Берлинского конгресса 1878 г., зафиксировавшего итоги последней русско-турецкой войны, “крупнейшие государства, международные военно-политические блоки и экономические союзы в соответствии со своими интересами проводили и проводят здесь границы, определяли и определяют лицо политических режимов, идеологий и экономических систем, пытались и пытаются урегулировать порожденные их собственными действиями межэтнические и межгосударственные конфликты” [1, с. 24]. Текущий кризис системы международных отношений еще больше подчеркнул глубокую зависимость Западных Балкан от внешних сил.
3 Турецкая Республика представляется самым заметным внешним игроком на Балканах из числа региональных лидеров. Географическая близость, длительная история постоянных контактов, внутренняя логика развития страны обусловливают объективные причины ее устойчивого интереса к региону. Самостоятельная важность Западных Балкан для Турции подкреплена намерениями страны “стать региональным тяжеловесом” [2, с. 61] и соперничеством с Ираном и Саудовской Аравией [3, с. 50]. В отличие от Тегерана и Эр-Рияда – состоявшихся центров силы на Ближнем Востоке, но пока не являющихся основными акторами геополитической конкуренции на Балканах, – Анкару видят и позиционируют в таком качестве многие эксперты [4, c. 56]. В статье дан анализ современной турецкой политики на Западных Балканах, ее методов и инструментов, а также подведены промежуточные итоги и обозначены объективные ограничители роста влияния Анкары в регионе.

5 В контексте внешнего влияния в Балканском регионе Турция довольно давно анализируется индивидуально – на страновом уровне, вне различных “пулов” внешних игроков: арабо-мусульманского мира, “коллективного Запада” и т. д. Однако политический и экономический вес, характер действий и влияния Турции на Западных Балканах (Албания, Босния и Герцеговина, Северная Македония, Сербия, Черногория и самопровозглашенное Косово) оцениваются исследователями по-разному. Единодушны они только в одном – само́м факте усиления турецкого присутствия в регионе. Как правило, в “реестре” внешних акторов Турция занимает позицию после Великобритании, ЕС, Китая, России и США. При этом немаловажными факторами являются членство Турецкой Республики в НАТО и имеющаяся в ее распоряжении одна из самых боеспособных армий в регионе [5, с. 179].
6 Прогресс Турции на западнобалканском направлении союзниками по НАТО и евро-атлантическим устремлениям республики воспринимался довольно спокойно, а в отдельных сферах, таких как восстановление исламской инфраструктуры, даже приветствовался все то время, пока страну “представляли в качестве примера успешного развития мусульманского государства по европейским лекалам” [6, с. 17]. Когда Турция была “лишь частью более широкого международного присутствия на Балканах” [7, p. 135], ее успехи и неудачи в регионе оценивались именно с данных позиций. Однако с тех пор произошли значительные изменения – в степени солидаризации Анкары с партнерами и ее внешнеполитической автономности, а также в само́й турецкой региональной стратегии. Со сменой внешне- и внутриполитической ориентации Турции в ходе поисков и обретения собственного ви́дения отношение союзников к турецким достижениям и неудачам на Балканах трансформировалось.
