Abstract

The article examines the features and main directions of interaction between political parties of the Republic of Romania and the Republic of Moldova from the early 1990s to the present day. Analyzing the historical prerequisites for stable ties between political parties of the two countries, the authors draw attention to the fact that they are based on the shared ideas of unionism and formation of a single political and cultural space between Romania and Moldova. The authors also examine conditions for close cooperation between the parties such as Moldova's choice of the European path of development, strengthening strategic partnership with Romania and the EU countries and ensuring security in the region. This research demonstrates that the high degree of Romania's involvement in the Moldovan political processes creates special conditions for inter-party interaction, which covers different spheres of real politics. Considering political parties as important actors in the communication process that can influence political decision-making, the authors identify several areas of cooperation, including educational projects, youth initiatives, inter-party dialogue at various levels, activities of representative offices of Romanian parties on the territory of the Republic of Moldova, inclusion of Moldovan politicians in the electoral process in Romania. As a result, the research categorizes political parties of Moldova and Romania on the basis of their attitude to the ideas of unionism and main ideological priorities, into three groups. The authors emphasize that in the context of the Russian-Ukrainian conflict, the agenda of cooperation between Kishinev and Bucharest is reduced to the points of Romania supporting Moldova's European path and the latter ensuring its own security and sovereignty. Under these circumstances, cooperation between political stakeholders of the two states is intensifying. This kind of interaction mainly covers the right flank of Moldovan parties. The multidimensional nature of political interdependence between the two sides of the Prut demonstrates the high degree of mutual involvement of parties of the two states in each other’s internal affairs. The basic principle in political programs of Romanian and Moldovan parties is the idea of Uniri. This idea of building a single state has become the leitmotif of establishing communication channels between the main actors of the political process in Romania and Moldova, who are committed to a common European future

ВВЕДЕНИЕ

2 В новых политических реалиях сотрудничество Румынии и Республики Молдова выходит на качественно новый уровень, что связано с трансформацией основ существующего мирового порядка и актуализацией украинского фактора в системе международных отношений после начала проведения Российской Федерацией Специальной военной операции на территории Украины. В условиях кардинальных и динамичных изменений в регионе произошла интенсификация взаимодействия между политическими партиями Румынии и Молдовы, выступающими ключевыми акторами политических процессов в парламентских республиках и влияющими на процесс принятия решений.
3 Дополнительную актуальность исследованию придает необходимость анализа и прогноза поведения политических сил Молдовы и Румынии в условиях предоставления Кишиневу статуса кандидата в ЕС, что может сопровождаться усилением румынского фактора в молдавской политике при параллельном ослаблении влияния Москвы на внутрирегиональные процессы.
4 Обратим внимание на изменение политического ландшафта молдавской политики за истекшие 5 лет. В ходе последних парламентских выборов в Молдове абсолютное большинство голосов получила партия “Действие и солидарность” (PAS), традиционно выступающая за евроатлантический вектор внешней политики страны. В свою очередь в Румынии парламентские выборы в 2020 г. показали поддержку населением Социал-демократической партии и Национальной либеральной партии, которые имеют давние крепкие дружественные отношения с правыми партиями Молдовы. Социал-демократическая партии Румынии сегодня сталкивается с кризисными явлениями в своей деятельности, связанными с некоторым падением уровня доверия к ней. Вместе с тем снижение уровня поддержки Социал-демократической партии не означает утраты ею механизмов влияния на политической курс Румынии. Мы не можем согласиться с мнением, что Социал-демократическая партия теряет свои позиции и уже не сможет участвовать в формировании правительства [1], которое в настоящее время включает в себя в том числе и 8 членов указанной политической силы. На фоне снижения популярности Социал-демократической партии в Румынии наметилась поддержка оппозиционных сил в лице партии “Союз спасения Румынии”, которая объединилась в 2019 г. с “Партией свободы, единства и солидарности” (USR PLUS), заняла по итогам выборов в 2020 г. третье место (15.86% голосов) и ушла в оппозицию, разработав партийную программу, претендующую на создание системы эффективного управления страной.
5 Такой расклад сил может создавать дополнительные возможности для интенсификации сотрудничества по партийной линии и более глубокого вовлечения Румынии во внутренние дела Молдовы, поскольку, с одной стороны, в молдавском парламенте сейчас заметную роль играют прорумынские и проевропейские политические партии, а с другой – румынские политические силы ищут дополнительные источники поддержки своих программных требований за пределами Румынии в среде проживающей за рубежом диаспоры. Это диктует необходимость анализа и прогнозирования взаимодействий этих стран как на уровне международных отношений, так и на уровне институтов гражданского общества.
