Abstract

The research is devoted to the key issues of currency internationalization (CI) that means much for world economic order changing and multipolar development. The purpose of the article is to determine the role of state and influence of political and economic factors on CI processes as well as work out recommendations and possible variant of reform vector for Russian Ruble development. There are five conceptual approaches to construct the combined classification of the CI stages proposed for accurate CI level definition and the detailed finalized categorization of its main factors. The article also discusses the CI standard benefits and the most common threats. The research includes investigation and comparative analysis of the three representative examples of international CI experience – namely the US, the European with about a 20-year “free CI” practice for euro and the deeply regulated Chinese model. The results reaffirm top status of the US dollar and high-level position of euro, but attach importance to political factors in achieving it and provide insight into the RMB strategy and CI progress, thus demonstrating how developing countries change peripheral role in the world economy. The Russian monetary and financial policy of 1990–2019 is specified as the “cold” one with weak status of the Ruble, but we reveal and assess some recent steps on CI activation such as bilateral stimulation of settlements in national currencies, creation of alternative systems, the digital Ruble project analysis, the decision on payments for gas in Rubles, etc. These measures can be considered as forced CI and the starting point of its vector. According to main findings we also propose the mechanisms for further Russian CI strategy creation.

1 С повышением нестабильности в мире, расширением практики международных санкционных режимов и торговых войн, распространением COVID-19, последними событиями на Украине в научных и политических дискуссиях все чаще поднимается вопрос об изменении мирового порядка. Особое внимание уделяется проблемам валютной интернационализации (ВИ), а также определению статуса валют и баланса их сил в мировой валютно-финансовой системе (МВФС). Признано, что ВИ станет одним из определяющих факторов дальнейшего развития всей архитектуры международных отношений.
2 В 2000-х годах – в особенности после усиления процессов регионализации и деглобализации – конструкция американоцентричной МВФС с лидирующей ролью доллара США начала расшатываться. Появляются и занимают свои рыночные ниши валюты интеграционных групп и укрепляющихся на международной арене развивающихся стран (китайский юань с середины 2010-х годов), а также цифровые аналоги. Меняются оценки степени и полезности свободы ВИ: если ранее считалось, что валюта сильного государства (группы стран) самостоятельно завоюет доверие и высокую роль в МВФС, то теперь все активнее прорабатываются механизмы и варианты целенаправленного управления этим процессом (наиболее ярко это прослеживается на примере евро).
3 Перед Россией встает необходимость участия в реформе МВФС и выбора пути ВИ рубля. С одной стороны, это связано с вопросами укрепления суверенитета и национальной экономики; с другой стороны, вызвано задачами активизации интеграции на пространстве ЕАЭС, сопряжения этого проекта с китайской инициативой “Один пояс, один путь” (ОПОП) и т. п.
4 В статье предложена сводная классификация этапов ВИ, проводится анализ международного опыта (на примерах США, КНР и еврозоны), а также оцениваются перспективы интернационализации рубля. Особое место отводится изучению соотношения экономических и политических факторов, чтобы ответить на вопрос, чем в большей мере определяется ее успех: стихийными рыночными силами или целенаправленными государственными усилиями.

6 ВИ традиционно трактуется как процесс выхода той или иной валюты за пределы границ использования ее эмитента. Исходя из различия концептуальных подходов к выделению и характеристике ступеней восхождения валют, можно классифицировать этапы ВИ по нескольким направлениям [1, pp. 3-5].
7 I. По экономическим признакам (пример подобного подхода см. [2]):

  • на основе выполнения функций денег исходя из интересов частного и государственного секторов [3, р. 2] и степени участия в обслуживании конкретных операций [4, 5];
  • на базе сочетания функций денег и широты географического охвата (табл. 1) обозначаются стадии ВИ: а) указанные ЦБ РФ – со специальным учетом функции универсальной меры стоимости; б) по распределению с четкой пирамидальной иерархией [6]; в) по обобщенной классификации с принципом сужения понятий [7];
  • зависимости от показателей платежного баланса (ПБ) [8].
