Abstract

The article examines the interim results of the accomplishments of the Chancellor O. Scholz’s government. It states both the succession of the political course and its novelty. The trend towards the consistent development of interaction between Berlin and Paris, on the effectiveness and quality of which the prospects for the European Union largely depend, is confirmed. Paying traditionally great importance to the transatlantic partnership with the United States, Germany, together with France, intends to consolidate the strategic European sovereignty. The struggle against the problems of the pandemic, the climate and their socio-economic consequences for democracy remain key agendas for the ruling coalition with the participation of the SDP, the Greens and the FDP. The problems of O. Scholz’s European Eastern policy are analyzed, according to which an important, but hardly a priority place is determined for Russia. With regard to the Ukrainian crisis, the O. Scholz’s government is in a difficult situation. Berlin is too deeply immersed in the process of solidarity assistance to Kiev, not “noticing” the growing influence of radical nationalists on the leadership of Ukraine. The American factor is clearly manifested in the European context, which is saturated with pressure on the Germans, and calls for Berlin to observe bloc discipline. The struggle for Nord Stream-2 is acquiring new dimensions, sharpness. Under Chancellor O. Scholz, against the backdrop of a special military operation of the Russian Federation in Ukraine, the dismantling of Russian-German relations is being completed. In Berlin, a fatal decision was made to provide Kiev with German lethal weapons, which for the first time after the World War II kill Russians. This and other factors undermine the historical process of reconciliation between the peoples of Russia and Germany, make it much more difficult to predict the future dialogue between Moscow and Berlin. At the same time, the regular telephone conversations between the German Chancellor and the President of the Russian Federation make it possible to maintain an important channel of communication, “synchronize clocks” on the current agenda, primarily the settlement of the Ukrainian crisis, and the prospects for a European security structure. The situation in Europe and the world remains dangerously complex and unpredictable.

НОВОЕ ПРАВИТЕЛЬСТВО ГЕРМАНИИ – ЕДИНСТВО В МНОГООБРАЗИИ?
2 Коалиционный договор (КД) между Социал-демократической партией Германии (СДПГ), “Союзом 90/Зелеными” и Свободной демократической партией (СвДП) отражает преемственность и новизну политики правительства ФРГ, компромиссы партий по ряду базовых внутри- и внешнеполитических вопросов. Состав Кабинета министров также свидетельствует о кадровом компромиссе, который обеспечивает имплементацию тактических и стратегических задач. Подходы к ключевым направлениям сформулированы на основе предвыборных партийных установок участников “светофорной” тройки1. Преемственность европейской политики трех партий нашла свое выражение в том числе в констатации важности Конференции для будущего Европы2, наработки которой могут стать интеллектуальным заделом для подготовки Конвента о возможном реформировании Евросоюза [ист. 1, S. 131]. Тем самым Берлин вновь обозначил поддержку политическим силам, гражданскому обществу ФРГ и Европы, последовательно выступающим за сохранение Евросоюза, за возможную концептуальную и институциональную модернизацию европейского проекта. Члены правительства от “Зеленых” называют мероприятие “ревакцинацией”, усиливающей (бустерной) “прививкой европейской демократии”. Вместе с тем уникальный правящий альянс таит в себе риски, связанные с политико-идеологическими преференциями, личными амбициями участников Кабинета министров. Серьезный разлад внутри правящей команды чреват возможным развалом коалиции, что в свою очередь может привести к досрочным выборам в Бундестаг, напряженной ситуации в истеблишменте, поляризации, социальной энтропии, активизации правого фланга общества. Хотя такой поворот сегодня маловероятен, некоторые эксперты его не исключают, понимая, однако, исторический шанс министров и депутатов управлять страной в течение четырех лет, что означает и обеспечение личного престижного статуса в обществе, и материального благополучия. Консультации федеральных министров с их зарубежными коллегами по проблемам пандемии, здравоохранения, экономики, цифровизации, обороны и безопасности указывают на их понимание мандата члена правительства ФРГ: партийные интересы остаются вне рамок правительственных форматов и договоренностей. 1. Правительственная коалиция ФРГ имеет название по цветам политических партий, ее образующих: у СДПГ – красный, “Союза 90/Зеленых” – зеленый, СвДП – желтый.

2. Мероприятие созвано в 2021 г. по инициативе Еврокомиссии (ЕК) и Европарламента (ЕП). На церемонии открытия 9 мая 2021 г. в Страсбурге выступил президент Франции Э. Макрон – один из главных идеологов Конференции. Диалоговые форматы в девяти тематических группах дают возможность представителям Евросоюза, правительств стран, входящих в ЕС, а также гражданского общества обсудить предложения относительно концептуального и институционального обновления Союза. Итоговый документ намечено представить общественности в середине 2022 г.
3 Закрепленную в Коалиционном договоре приверженность европейской идее, дружбе немцев с французами и поляками подтвердили первые официальные визиты в Брюссель, Варшаву, Париж канцлера и министра иностранных дел ФРГ – О. Шольца и А. Бербок соответственно [1]. Верховный представитель Евросоюза по иностранным делам и политике безопасности Ж. Боррель заявил, что он очень счастлив по поводу программы правительства канцлера О. Шольца, для которого идея автономной стратегии Европы является четким приоритетом [2]. Этот фактор прослеживается в выступлениях многих политиков СДПГ, подчеркивающих возможность достижения автономной стратегии ЕС лишь в тандеме с Парижем.
