Domestic Factors of the Biden Administration’s Strategy in The Middle East

Abstract

In the early months of Joe Biden’s administration in the White House, Middle East issues were not identified as a priority of its foreign policy. Individual steps in this direction, however, suggest that the administration will adhere to the principal lines of conduct for the United States towards American partners and allies (Israel, the Arab monarchies of the Gulf and others), as well as towards the main conflict nodes in the region (Syria, Libya, Yemen). At the same time, it is also obvious that its tactical emphasis has shifted in its approach to a number of the most important problems of the region – in particular, the Palestinian-Israeli standoff (namely, restoration of relations with the government of Mahmoud Abbas) and the situation around Iran (return to the renewed nuclear deal – JCPOA) and Turkey (overcoming the cooling of relations with Ankara). Apparently, we can talk about Biden's revival of the Middle East policy pursued under Barack Obama’s administration. This process is largely due to the domestic political calculations of the Biden team and the Democratic Party as a whole. The author of the article tries to assess the influence of American immigrant’s communities from the Arab countries and Turkey on Joe Biden's Middle East policy.

АМЕРИКАНО-ТУРЕЦКАЯ ОБЩИНА В ПОЛИТИЧЕСКОЙ ЖИЗНИ США
1 Со времен президентства Гарри Трумэна (1945–1953 гг.) политика США в Ближневосточном регионе основывается на определенных константах – неизменной поддержке государства Израиль и на развитии партнерских отношений с консервативными арабскими монархиями Персидского залива (до 1979 г. также и с Ираном). И тем не менее каждая администрация по-своему формулирует краткосрочные цели и задачи своей политики в регионе, а также выстраивает механизмы ее осуществления. Подход Д. Трампа, например, реализовывался в контексте подчеркнуто произраильских симпатий президента, его семьи и Белого дома в целом. Его предшественника Б. Обаму, наоборот, в Вашингтоне часто упрекали в пропалестинских симпатиях, приписывая ему “тайное мусульманство” [1].
2 Первые же шаги нынешней администрации на ближневосточном направлении многие аналитики в США называют “возвращением к временам Обамы”, когда Байден был вице-президентом при 44-м главе Белого дома. Подобные оценки основываются на таких конкретных фактах, как восстановление (подорванной Трампом) роли США в качестве основного донора такой, например, международной структуры, как Ближневосточное агентство ООН для помощи палестинским беженцам, которой уже в апреле администрация выделила 150 млн долл. [2], а также на начавшихся в Вене переговорах о возвращении США в ядерную сделку с Ираном (Совместный всеобъемлющий план действий – СВПД, из которого администрация Трампа вышла в мае 2018 г.) [3]. Помимо этих конкретных фактов из разряда геополитики следует отметить и, как минимум, два других шага, которые свидетельствуют о том, что нынешняя администрация намерена вернуться к доминированию ценностных параметров в ее внешней политике над интересами и прагматизмом. Это публичное обвинение наследного принца Саудовской Аравии Мухаммеда бен Салмана в причастности к убийству работавшего на американские издания саудовского журналиста Джамаля Хашогги в 2018 г. [4] и признание геноцида армян со стороны Османской империи в 1914–1915 гг. [5].

4 Эти два шага, казалось бы, могли нанести ощутимый ущерб отношениям Вашингтона с двумя его вполне надежными партнерами в регионе – Эр-Риядом и Анкарой. Похоже, однако, что американской дипломатии удалось минимизировать данную угрозу. Важно иметь в виду, что оба этих действия были предприняты во многом под давлением внутриполитических лобби в США: арабо-американского (в случае с Хашогги) и армянского (в случае с геноцидом). Однако ситуация с признанием геноцида армян особо примечательна: есть основания полагать, что занятая Байденом позиция по этому вопросу стала не столько победой проармянского лобби над казавшимся более мощным в Вашингтоне протурецким, сколько символом приверженности администрации идее исторической справедливости, принципам гуманизма, а также жестом в адрес тех этно-религиозных меньшинств в США, которые считают себя потомками жертв “исторической несправедливости” и государственного насилия. Иными словами, оба эти жеста адресованы, по сути, одной внутренней аудитории – переселенцам из стран Ближнего Востока.
