Abstract

The article focuses on the peculiarities of Vietnam’s position in the orbit of the ideological and theoretical influence of China. The author examines the most important party documents of both states, reveals their main similarities and differences. The author concludes that Hanoi scrupulously studies, critically assesses, and actively uses the experience of Chinese economic and political reforms. The party and state leadership of Vietnam, when carrying out major transformations of recent decades, was directly guided by the successful experience of their Chinese colleagues. This led to the situation where today’s political systems of Vietnam and China are quite similar, but still are not (and will never be) twin brothers. At the same time, the countries developed a wide network of inter-party contacts which is used not only as an instrument of exchanging views on adapting Marxism-Leninism to current realities, but also as an additional and mutually beneficial channel of communication on a wide range of issues. Despite this, the similarity of the political systems does not necessarily lead to a change in foreign policy. China has an impressive array of tools to influence its southern neighbor, but their ideological closeness is definitely not the most important of them. It is concluded that the role of ideology in Vietnam’s policy, although it remains noticeable, is significantly inferior to the role of national interests and pragmatic views.

1 Вьетнамо-китайские связи сами по себе представляют бесспорный интерес для исследователей. Два несопоставимых по потенциалу соседа, чья непростая история взаимоотношений насчитывает несколько тысяч лет, а современность по-прежнему обременена серьезными разногласиями, объединены идеологическими узами и продолжают успешно наращивать объемы торгово-экономического сотрудничества.
2 Вместе с тем подавляющее большинство научных изысканий по двусторонней тематике, как отечественных, так и зарубежных, сконцентрировано на экономических контактах, проблематике территориальных споров или в целом обороны и безопасности [1]. Закрытый характер внутрипартийных дискуссий, а также взаимодействия между коммунистическими партиями двух стран ведет к выпадению темы идеологического влияния и межпартийных связей из поля зрения исследователей. Китайское и вьетнамское научные сообщества, как правило, тактично обходят ее стороной, западное – в силу чужеродности государственного устройства КНР и СРВ – нередко грешит откровенными искажениями [2], российское – порой уходит в сторону не всегда корректных упрощений.
3 В мире де-факто победившего политического реализма и прагматизма, где господствуют экономические и военно-политические инструменты воздействия, такая ситуация, казалось бы, и не является критичной. Тем более что в целом вьетнамская политическая система воспринимается многими в качестве брата-близнеца китайской. Однако звучащие в адрес Пекина (и не только) обвинения в подрыве западных демократий [3] не позволяют списать идеологическое измерение со счетов. И хотя качественно идеологическая составляющая отношений в современной мировой политике заметно отличается от таковой в период холодной войны, ее значение по-прежнему велико. И если уж Китай, как нередко заявляется, влияет на западные политические системы, то возникает закономерный вопрос о степени его влияния на схожую политическую систему своего южного соседа.
4 Настоящая статья – попытка ответить на этот вопрос и восполнить обозначенный выше пробел в научном знании.

6 Изучение влияния КПК на КПВ невозможно без краткого обзора двустороннего взаимодействия.
7 Вьетнам и Китай связывают тесные торгово-экономические отношения. По итогам кризисного 2020 г. двусторонний товарооборот вырос на 14% и достиг 116.9 млрд долл. США (вьетнамский экспорт – 41.4 млрд долл., импорт 75.5 млрд долл.) [4]. Пекин является важнейшим торговым партнером Ханоя, на его долю приходится почти четверть всего вьетнамского товарооборота. При этом почти треть ввозимой в СРВ продукции поступает именно из КНР. Существенная ее часть в той или иной степени обрабатывается и отправляется на экспорт в другие страны, благодаря чему в целом внешняя торговля Вьетнама выглядит сбалансированной. Однако подобная ситуация дает Китаю существенный рычаг давления на своего соседа.
