Coronacrisis in the EU: A Knock-Down or a Jump-Off for Integration?

Abstract

The spread of the new coronavirus infection and the ensuing lock-down dealt a devastating blow to the EU economy. The depth of the crisis, as well as the difficulties of developing a common recovery program, put under question the EU ability to overcome this challenge. As long as the first wave of COVID-19 is over, the stage of urgent measures responding to unexpected threats is over, the long-term anti-crisis program is negotiated, it is possible and necessary to summarize the interim results of the impact of the COVID-19 outbreak on the European economy. The purpose of this article is not only to assess the impact of the first wave of the pandemic on the European economy and systematize the anti-crisis measures taken, but also to analyze the role of the coronacrisis in the further development of the EU through the prism of the main integration theories. The study revealed that the coronavirus crisis has not (yet) brought the European integration to its final. Faced to a huge threat to security and well-being, European leaders managed to negotiate a recovery plan. The disadvantages of the deal are the risk of erosion of the supranational governance and the threat of politicization due to belated decisions with limited potential. However, the majority of EU citizens still support further strengthening of the integration. To maintain this momentum, it is important to quickly finalize the mechanisms for implementing the recovery program in order to reduce public discontent and prevent the replacement of supranational governance by intergovernmental interaction.

1 Кризисы являются неотъемлемой частью любой экономической системы, они обладают одновременно созидательным и разрушительным потенциалом. Пластичные интеграционные структуры могут по-разному реагировать на возникающие внутренние и внешние шоки. Между противоположными исходами сохранения интеграции и ее распада существуют варианты трансформации целей группировки (тип объединения “иной путь”) или затухания активности при формальном сохранении институтов (типы “кома”, “зомби”) (подробнее см. [1]). Перспективы ЕС в условиях постоянных кризисных явлений последнего десятилетия также поливариантны. Рассматриваются варианты федерализации Союза, полицентричных форм с дифференцированным составом и целями, выхода отдельных стран (напр., см. [2, 3, 4, 5, 6, 7]). Предположительно, коронакризис станет самым большим потрясением за все время существования объединения и для европейской экономики будет сопоставим по масштабу с Великой депрессией [8]. В совокупности с целым клубком давних проблем пандемия с новой остротой ставит вопрос о жизнеспособности европейского интеграционного проекта.
2 Попытаемся оценить влияние коронакризиса (по состоянию на конец лета 2020 г.) на дальнейшие перспективы ЕС с позиций основных теорий интеграции. Ясно, что прогнозировать исход кризиса, вызванного новой коронавирусной инфекцией, пока невозможно, поскольку он зависит от большого числа факторов, в том числе развития пандемии. Однако представляется важным подвести промежуточный итог первой волны заболевания и ее последствий. Какие процессы внутри ЕС усилились или, наоборот, ослабли? Как отреагировали национальные и наднациональные органы управления? Станет ли коронакризис непреодолимым дестабилизирующим фактором или, наоборот, импульсом для обновления и дальнейшего развития?

4 Существует достаточно широкий спектр теоретических трактовок взаимосвязи кризиса и интеграции. Они варьируются от представления интеграции как процесса, формируемого кризисами (нео-неофункциональная теория), до отрицания уникального влияния шоков на интеграцию (межправительственный подход, или интерговернментализм).
5 Нео-неофункциональная теория рассматривает интеграцию как последовательность “циклов принятия решений” (decisive cycles), где триггером каждого нового витка являются внутренние противоречия или внешние шоки, требующие пересмотра стратегий стран-членов и объединения в целом, а следовательно, корректировки полномочий региональных органов управления [9, p. 844]. По мере того как крепнут наднациональные институты и именно они, а не национальные акторы, начинают оказывать определяющие влияние на принимаемые в объединении решения, циклы эволюционируют от “стартовых” (initiating cycle) к “цементирующим” (priming cycles) и, наконец, “трансформирующим” (transforming cycles) [10].
