Latin America in the South-South Cooperation Against the Background of Globalization Controversies

Abstract

The research focuses on the participation of Latin American states in the South-South cooperation (SSC) against the background of the contradictions of the current stage of globalization. Analyzing the official documents, leaders’ speeches, using quantitative data, the authors consider three factors that model such involvement today: (a) a new context in Latin America, i.e. the growing popularity of the right-wing forces, financial and economic difficulties after the end of the commodities boom in the 2000s, (b) the rise of China and its deepening confrontation with the United States, (c) today’s global coronavirus crisis. According to the authors, all the mentioned factors affect the process of Latin America taking part in SSC in the following ways. First, due to internal and international changes, the foreign policy agendas and the way of self-identification of the Latin American countries in the global world are in transformation. While the cooperation with other developing nations, within the region and beyond, seems less relevant for the New Right, the South-South vector is still in demand as a foreign policy diversification tool. Second, the strategic partnership with China remains an indicator of the region’s actors’ commitment to the ideas of multilateralism, openness, and globalization as such, but at the same time, it goes against the principles of SSC as equal and horizontal by its nature and also because of the tensions between China and the US. As for the pandemic, although in discourse it revives the importance of international cooperation, including SSC, in practice it rather catalyzes the disconnecting trends that have developed in recent years in Latin America.

ВВЕДЕНИЕ
2 Участие стран Латинской Америки и Карибского бассейна (ЛАКБ) в системе сотрудничества мирового Юга – параметр не только глобальной акторности самого этого региона, но и динамики мультилатерализма в целом. Ресурсно-экономический, человеческий, идейно-интеллектуальный потенциал ЛАКБ играет значимую роль в процессах самоорганизации глобальной периферии, а значит, и в придании мировой политике и мировой экономике более равноправного качества.
3 Исследователи склонны рассматривать вовлечение государств Латинской Америки в кооперацию Юг–Юг с нескольких основных ракурсов. Исторический ракурс предполагает учет роли латиноамериканцев в деятельности Движения неприсоединения, становлении концепта и реальности “третьего мира”, нового экономического порядка [например: 1, 2, 3]. Анализ в рамках политэкономического ракурса характеризует участие латиноамериканских стран в международном сотрудничестве с целью корректировки хронических структурных перекосов в национальных экономиках и ускорения собственного развития [4, 5]. В-третьих, Институциональный подход дает возможность оценить способность наций ЛАКБ сформулировать свои интересы как части развивающегося мира через различные внутри- и межрегиональные межгосударственные объединения [6, 7]. Наконец, национальный ракурс концентрируется на анализе различных стратегий в области кооперации Юг–Юг и содействия международному развитию отдельно взятых латиноамериканских стран [8, 9, 10].
4 В то же время общий вопрос о взаимосвязи участия латиноамериканских государств в кооперации Юг–Юг и динамики глобализации и латиноамериканского регионализма в научной литературе затронут в меньшей степени. Можно отметить ряд комплексных работ [11; 12; 13, cc. 326-478], которые все же не дают целостного представления об актуальных тенденциях в вовлечении стран ЛАКБ в кооперацию Юг–Юг на фоне торможения постлиберальной интеграции в регионе и противоречий глобализации, включающих как традиционные (подъем национализма) вызовы, так и абсолютно беспрецедентные – пандемию COVID-19.
5 Новизна данного исследования, как представляется, состоит в постановке проблемы: авторы рассматривают три ключевых разнопорядковых фактора-вызова, которые сегодня моделируют участие стран ЛАКБ в сотрудничестве Юг–Юг: новый политико-экономический контекст в самой Латинской Америке, подъем Китая и его конфронтация с США, глобальный коронавирусный кризис. Методологической базой исследования служат общенаучные и исторические методы, анализ статистических данных, контент-анализ.

7 Нулевые – начало десятых годов XXI в. стали временем динамичного развития и подъема ЛАКБ в целом и расцвета участия латиноамериканских стран в инициативах Юг–Юг. Между 2007 и 2013 годами поступательно нарастало количество латиноамериканских проектов, связанных с содействием международному развитию в системе Юг–Юг; в 2013 г. оно достигло ежегодного максимума в 1179 инициатив [14, p. 39]. Расширялся круг государств-доноров международной помощи, куда уверенно входили и малые игроки, например Коста-Рика. Сразу во многих государствах – Перу, Эквадоре, Колумбии, Мексике, Уругвае, Венесуэле, на Кубе – возникли профильные ведомства исполнительной власти, ориентированные на разработку и реализацию сотрудничества по линии развивающегося мира. На международном уровне главным достижением стало ускорение интеграции, приведшее к формированию целого ряда объединений с альтерглобалистскими идеями в основе [11, рp. 3-6; 15, cc. 85-86] – Сообщество латиноамериканских и карибских государств (Comunidad de Estados Latinoamericanos y Caribeños, CELAC), Боливарианский альянс для народов Нашей Америки (Alianza Bolivariana para los pueblos de Nuestra America, ALBA), Союз южноамериканских наций (Unión de Naciones Suramericanas, UNASUR), а также к развитию социального и политического “крыла” Общего рынка Юга (Mercado Común del Sur, MERCOSUR). Наконец, период экономического роста Латинской Америки совпал с возникновением в регионе новых концепций международных отношений (особенно внутри бразильского автономизма), которые говорили о необходимости интенсификации контактов между государствами глобального Юга, поднимающимися державами, ради взаимовыгодного укрепления их суверенитета и международного престижа [16, pp. 10-12].
