Saudi Arabia and Israel: the Palestinian Context

Abstract

The article examines the issues related to the change in the Saudi Arabia’s policy towards Israel in the context of Riyadh’s approaches to solving the Palestinian problem. The author emphasizes that the positive dynamics taking place in the evolution of Saudi-Israeli interaction in recent years is determined by the intra-Saudi socio-economic and political transformation, including changes in public opinion regarding Israel, as well as significant shifts in the development of the Middle East regional situation, inter alia those proclaimed by the United Arab Emirates (as well as Bahrain) heading towards a settlement with Israel. At the same time, the emergence of a tendency to support the course towards normalizing relations with Israel in the context of the current Saudi internal political situation also marked a public demarcation in relation to initiatives to support the Crown Prince. If his supporters act, among other things, as supporters of normalization, then opponents see contacts with the Jewish state as “a betrayal of Arab national interests”. Noting that the current Saudi-Israeli rapprochement is largely determined by a joint interest in confronting Iran, the author, nevertheless, sees the most important reason for the continuing Saudi unwillingness to normalize relations with the Jewish state in the unresolved Palestinian problem on the basis of the “two states” principle. At the same time, the author believes that this principle itself is an instrument of Saudi foreign policy, thanks to which Riyadh seeks to exclude the possibility of Israeli hegemony in the future post-confrontational Middle East. This means, in particular, that the achievement of mutual understanding will become a reality only if the Israeli regional policy is adjusted so as not to pose a threat to Saudi interests.

1 В начале апреля 2018 г. наследник саудовского престола Мухаммед бен Сальман в интервью вашингтонскому The Atlantic заметил, что у руководства его страны отсутствуют какие-либо “религиозные возражения”, касающиеся присутствия Израиля на политической карте Ближнего Востока. Однако, подчеркyл он, “у нас есть религиозные опасения по поводу священной мечети в Иерусалиме (мечети аль-Акса. – Г.К.) и прав палестинского народа”. Позиция кронпринца четко артикулировалась: “Я считаю, что палестинцы и израильтяне имеют право на свою землю”. Это не означало немедленной нормализации отношений с еврейским государством: “У нас (арабов и израильтян. – Г.К.) должно быть мирное соглашение, чтобы гарантировать всем стабильность и нормальные отношения”. Выполнение этого условия могло бы вывести ситуацию к многообещающим перспективам: “Израиль – это более значимая, чем его территория, растущая экономика, и в условиях мира мы будем иметь немало совместных интересов” [1].
2 Выступая в мае 2019 г. в Мекке на открытии XIV саммита Организации исламского сотрудничества, король Сальман бен Абдель Азиз заявлял: “Палестинская проблема будет находиться в центре нашего внимания, пока палестинский народ не обретет свои права, гарантированные международной законностью и арабской мирной инициативой” [2]. В конце января 2020 г., когда администрация президента Дональда Трампа представила “сделку века” – проект “Мир во имя процветания”, король Сальман заявил: “Королевство стоит на стороне палестинского народа, поддерживая тот его выбор, который отвечает его надеждам и чаяниям” [3].
3 Стилистические различия высказываний высших фигур саудовского политического истеблишмента очевидны: наследник престола прагматичен, его отец – консервативен. Но различия в риторике не отменяют главного – саудовский политический истеблишмент поддерживает формулу “двух государств”, в рамках которой Восточный Иерусалим должен стать палестинской столицей. Эта поддержка определила тональность саудовского подхода к “сделке века”. Опубликованное в конце января 2020 г. заявление внешнеполитического ведомства подчеркивало: “Королевство ценит усилия администрации президента Трампа, направленные на разработку всеобъемлющего плана мира между палестинской и израильской сторонами”. В нем отмечалось, что “разногласия между этими сторонами по поводу тех или иных аспектов плана должны решаться в ходе переговоров, чтобы направить мирный процесс к достижению соглашения, в рамках которого будут реализованы законные права палестинского народа” [4].
4 Палестинский контекст саудовской ближневосточной политики не был неизменен. Его определяла региональная ситуация и вытекавшие из нее внутренние и внешние задачи государства.
