Abstract

The article considers the key issues related to the North Korea’s nuclear problem in the context of the present policies of the United States towards the DPRK, as well as new priorities and evolving approaches of the Republican Administration regarding the tasks of providing peaceful resolution on the Korean Peninsula. It has been revealed that in recent years, the policy of President D. Trump in that area has been resolutely reshaped away from attachment to “military option” towards the search for negotiated solutions of the nuclear issue. In the paper, special attention is paid to the review of results achieved in the course of the dialogue as well as to assessment of the reasons which had led to its failure. It has been shown that the course of the incumbent Administration regarding North Korea is widely criticized in the United States for its inability to produce tangible outcomes. According to many estimates, the results of the American-North Korean summit meetings have revealed the only fact that presently, the DPRK has no intent to abandon either its nuclear weapons or delivery means. Moreover, Pyongyang has taken the occasion of the talks to augment its nuclear arsenal and upgrade the ballistic missiles capabilities. However, the ongoing discussion in the United States on the nuclear issue has highlighted that political opponents of President Trump have not yet succeeded in proposing any reasonable alternative to his policy. It can be assumed that the meaningful comprehension of the current situation as well as practical policy-making process will restart only after the presidential elections in the United States. In this vein, the author suggests his estimates of the prospects for progress in the settlement of the Korean crisis, which are provided together with the consideration of potential scenarios for future developments. It is argued that the most preferable and rational option should be the building of international cooperation and launching multilateral arrangement for a dialogue with the DPRK to resolve the nuclear issue.

1 Острый региональный кризис, связанный с интенсивным продвижением Северной Кореей своих ОМУ-программ и проведением этой страной в 2016−2017 гг. серии ядерных испытаний, а также пусков баллистических ракет дальнего радиуса действия, вынудили международное сообщество прибегнуть к жестким ответным мерам, что выразилось в принятии пакета обширных экономических санкций в отношении КНДР. Однако наряду с этим проявилось стремление − в первую очередь соседних государств − использовать в полной мере дипломатический путь для урегулирования возникших проблем. Такая возможность наметилась в связи с решением Пхеньяна весной 2018 г. установить мораторий на проведение ракетно-ядерных тестов, а также его обращением к РК и США с предложением о проведении переговоров.

3 Прошедший период вписался в историю урегулирования на Корейском полуострове как этап “дипломатии саммитов”. В течение 2018 г. состоялись три межкорейские встречи на высшем уровне, а также не имеющая прецедентов встреча в Сингапуре между лидером КНДР Ким Чен Ыном и президентом Д. Трампом (июнь), которая увенчалась принятием важного совместного документа.
4 Следует сказать, что новый курс Трампа на северокорейском направлении складывался непросто и за короткое время претерпел значительные изменения. Поначалу он эволюционировал в сторону отказа от проводившейся Б. Обамой политики “стратегического терпения” и декларированной еще в сентябре 2017 г. готовности “полностью уничтожить” КНДР в случае продолжения военных провокаций [1].
5 Однако позднее, тщательно взвесив все обстоятельства, президент США предпринял новый неожиданный разворот в своей политике: решил не только не доводить дело до открытого конфликта, чреватого опасностью большой войны, но и выступил в пользу создания таких переговорных каналов с Пхеньяном, которых в прошлом никогда не было.
6 По мнению многих экспертов, решение главы Белого дома напрямую вести диалог с северокорейским лидером было сопряжено с его представлениями о том, что главной причиной прошлых неудач американской политики на Корейском полуострове был “низкий профиль” контактов с Северной Кореей, что препятствовало поиску и нахождению взаимопонимания. Соответственно, задача теперь виделась в том, чтобы добиваться оперативной выработки и принятия ключевых договоренностей “в верхах”, минуя промежуточные звенья [2].
7 Состоявшиеся в 2018−2019 гг. три встречи между Д. Трампом и Ким Чен Ыном без преувеличения можно назвать продуктом политических импровизаций этих двух лидеров, что выразилось в их стремлении достичь быстрого положительного эффекта при отсутствии серьезной подготовительной работы на экспертном уровне. Результативным, и то с весьма большими оговорками, можно было считать только первый двусторонний саммит в Сингапуре (июнь 2018 г.), по итогам которого была принята совместная декларация, содержавшая довольно расплывчатые договоренности, допускавшие разноречивые толкования. По сути, они сводились к обязательствам КНДР “прилагать усилия в целях денуклеаризации Корейского полуострова”, и США − предоставить КНДР некие “гарантии безопасности” [3].
