Abstract

The article studies specifics of trade and investment ties of Switzerland with EU countries. The author researches into the history of relations of Switzerland with EU, specifics of participation of this country in the process of European integration without membership in EU. The author pay attention on policy of neutrality and decentralization of Swiss economy and analyzes the special model of relations of two parties in the shape of bilateral or sectoral agreements as well as the factors determining main trends and periods of its development, profits and risks linked to Switzerland`s joining the EU, and the reasons standing in the way of conclusion of an institutional framework agreement with EU. The core argument is the Swiss reliance on direct democracy and bottom-up approach to governance as well as neutrality policy. The author underlines the factors of attractiveness of Switzerland for European partners first of all tied with competitiveness and diversity of the Swiss economy, it`s original niche character, export orientation, specialization on innovative sectors and development of clusters particular in biomedical technologies. On the basis of analysis and summarizing of statistics the author shows dynamics and specifics of trade and investment ties between Switzerland and the EU countries, merchandise structure of the foreign trade and importance of foreign investment as a key factor for economic growth in Switzerland. The author also assesses the role of multinational companies in Swiss economy as drives of its growth in the context of globalization and the impact on the number of jobs in Switzerland.

1 Швейцария относится к числу государств мира с наиболее развитой и инновационной экономикой. Это связано с уникальным сочетанием социально-экономических, политических, культурных факторов, национальными особенностями отношения швейцарцев к труду. Основным экономическим партнером страны является Евросоюз. Швейцария до сих пор выстраивает свои связи с ними так, чтобы при этом сохранить свою приверженность политическому нейтралитету. С этим связано ее нежелание вступать в ЕС, хотя в него входят несколько других государств с нейтральным статусом (Австрия, Ирландия, Финляндия, Швеция).

3 Швейцария участвовала в интеграционных процессах в Европе в 1950–1960 гг. Она была одной из стран, в 1960 г. учредивших Европейскую ассоциацию свободной торговли (ЕАСТ). Первоначально в нее входили также Австрия, Великобритания, Дания, Норвегия, Португалия и Швеция, затем вступили Исландия, Лихтенштейн и Финляндия. ЕАСТ создавалась и развивалась параллельно с Европейским экономическим сообществом (ЕЭС). Но ее задачи и цели были скромней, чем у ЕЭС и ограничивались содействием экономике и активизации торговых связей, а сама ЕАСТ рассматривалась странами-членами как временная структура.
4 В 1970-е годы наблюдался значительный прогресс в развитии отношений между ЕАСТ и ЕЭС, между ними было заключено соглашение о свободной торговле промышленными товарами. Вступление в ЕС Великобритании и Дании (1973 г.), Португалии (1986 г.), Австрии, Швеции, Финляндии (1995 г.) привело к ослаблению ЕАСТ. В 1992 г. три страны ЕАСТ (Норвегия, Лихтенштейн, Исландия) подписали с Евросоюзом соглашение о вхождении в ЕЭП, но без членства в ЕС. В Швейцарии 50.1% населения проголосовало против этого на референдуме в 1992 г. На референдуме в 2001 г. почти 77% граждан высказалось против начала переговоров о членстве в ЕС. Они опасались, что будут урезаны многие привычные им свободы, усилится давление со стороны органов ЕС по исполнению обязательных предписаний, общих правил, введению единых стандартов, встанет вопрос об отмене тайны банковских вкладов.
5 Можно выделить несколько факторов, предопределяющих стратегию Швейцарии в отношении ЕС. Небольшой внутренний рынок, отсутствие крупных природных ресурсов, географическое расположение в центре европейского континента, наличие высокоразвитой экспортно ориентированной экономики подталкивают к активным торгово-инвестиционным связям со странами ЕС. Развитие сотрудничества с ними обусловлено в первую очередь экономическими интересами. В то же время швейцарцы не готовы платить за это политическую цену, связанную с членством в Евросоюзе [1]. Поэтому для партнерства между Швейцарией и ЕС характерны «зигзаги “особого пути”» [2, c. 185].
6 Такая ситуация привела к формированию специфической системы отношений Швейцарии с ЕС в виде билатеральных или секторальных соглашений. В ее основе – балансирование между нежеланием стать членом ЕС и опасением возможной изоляции в Европе. Соглашения о сотрудничестве традиционны по содержанию и охватывают его основные направления. Брюссель подписал их при условии согласия Швейцарии на свободное перемещение людей, которое в ЕС считается одним из столпов европейской интеграции. Швейцария, сохранив независимость, получила доступ к общеевропейскому рынку и фактически участвует в отдельных процессах европейской интеграции [3, cc. 75-76].
