Abstract

For both Russia and Greece, the 2010s were an uneasy and transformative period, which inevitably had an impact on bilateral relations. The financial and economic crisis in Greece forced the government to look for new points of growth in the country’s economy, and “rebooting” the Greek-Russian relations was seen as one of such opportunities. But the membership in the EU and NATO, as well as conditions set by the “troika” of creditors – the European Commission, the ECB and the IMF – prevented Athens from pursuing closer ties with Moscow. In the 2010s, bilateral cooperation in military-industrial areas was reduced significantly, which also changed the course of the Greek-Turkish relations. Certain promising projects in the energy industry, such as the Burgas–Alexandroupoli pipeline or the “South Stream”, failed to materialize, even though they could have made Greece an important energy center for the Southern Europe. Mutual investment between the two countries was insufficient as well. Despite that, the developments in Greek tourism industry opened new possibilities for cooperation, especially since a significant part of it was specifically targeting the Russian market (among other developments, the visa application process for Russian citizens was simplified, and the number of regular flights between the countries was expanded). Greek-Russian trade also suffered several setbacks in the last decade. The decline in bilateral trade caused by the international financial crisis and the debt crisis in Greece was mostly dealt with by 2013. But soon afterwards, the relations between Russia and the West took a sudden and significant downturn, followed by anti-Russian sanctions and, as a response to them, the food embargo, which hit the Greek economy hard. Since the first sanctions were implemented, and until today, Athens has promoted the idea of inefficiency of the sanctions, and has actively supported ending them. A certain growth in Greek-Russian economic relations could have been anticipated after the formation of A. Tsipras government. The Prime Minister himself has tried several times to use his government’s closer ties to Moscow as a bargaining chip in building relations with the EU and the “troika”. In time, though, the hopes that Moscow can provide assistance which will allow Greece to escape the bonds of the Memoranda, waned, and the trade between the two countries experienced no additional development impulses due to the current international climate. So, the last decade can be seen as an “ice age” in Greek-Russian economic relations, mostly due to external factors, and no significant points of growth for bilateral relations exist at the moment.

1 Российско-греческие отношения имеют многовековую историю. По словам главы МИД России С.В. Лаврова, они “всегда строились на прочной основе взаимного доверия и симпатии”, и Греция остается для России “проверенным другом и надежным партнером” [1].
2 Отношения двух стран с момента распада СССР пережили несколько периодов спада и подъема. В 1990-е годы происходило установление контактов, подписание базовых договоров и “нащупывание” будущих сфер взаимодействия – в том числе и в экономической сфере. Период после прихода в 2004 г. в Греции к власти партии “Новая демократия” стал временем значительного потепления отношений между Грецией и Россией. В частности, именно в 2000-е годы наиболее активно развивались совместные энергетические проекты – которые, впрочем, так и остались нереализованными.
3 Второе десятилетие XXI в. оказалось непростым и для Греции, и для России – как в политическом, так и в социально-экономическом отношении. Внешние и внутренние вызовы, с которыми столкнулись обе страны, сказались и на характере их двусторонних отношений. Период с 2010 по 2018 г. в истории Греции уже сейчас обозначается как “эпоха меморандумов”. Финансы и экономика страны, оказавшейся в тисках долгового кризиса, были подчинены жесткому внешнему контролю “тройки” кредиторов – Еврокомиссии, Европейского центрального банка и Международного валютного фонда. Политика сокращения бюджетных расходов и недостаток инвестиций спровоцировали глубокий спад греческой экономики. В этой ситуации расширение и углубление российско-греческих экономических отношений могло стать фактором стимулирования экономического роста Греции, однако политика санкций Евросоюза в отношении России, ее ответное продовольственное эмбарго, а также пандемия COVID-19 существенно ограничивают возможности экономического сотрудничества двух стран.

ФИНАНСОВО-ЭКОНОМИЧЕСКИЙ КРИЗИС В ГРЕЦИИ: В ПОИСКАХ ПОМОЩИ

5 Когда в конце 2009 г. в Греции разразился финансово-экономический кризис, недавно пришедшее к власти в стране правительство Г. Папандреу (партия ПАСОК) рассматривало различные источники возможного рефинансирования огромного государственного долга страны. В Афинах изучалась возможность получения помощи не только от МВФ и стран – членов Евросоюза. Так, осенью 2009 г. Греция попыталась получить займ у Китая и США, однако сделки так и не были заключены. Не оправдались надежды и на Россию: президент РФ Д. Медведев предложил Г. Папандреу обратиться в МВФ и Всемирный банк [2, cс. 76-77]. В итоге греческая экономика оказалась почти в полной зависимости от траншей финансовой помощи “тройки”.
6 В этих условиях правительство Г. Папандреу (а затем и его преемники) закономерно стало проводить выраженную прозападную политику. Таким образом, в начале 2010-х годов наблюдалось резкое охлаждение российско-греческих отношений, происходившее во многом под влиянием партнеров Греции по ЕС и НАТО [2, с. 74, 77; 3, p. 2, 16]. Однако в период действия Меморандумов неолиберальная политика Евросоюза и МВФ, направленная на преодоление финансово-экономического кризиса в Греции, но предопределившая его затяжной характер, способствовала росту евроскептических настроений в стране. Этими настроениями вполне могла воспользоваться Россия для продвижения своих интересов в Греции и на Балканах, однако она заняла нейтральную позицию и не стремилась предлагать Афинам финансовую помощь. Возможной причиной нежелания РФ принимать участие в “спасении” Греции являлась непростая внешнеполитическая обстановка: конфликт с греческими кредиторами мог еще сильнее осложнить отношения России с Западом. К тому же, Греции требовались огромные суммы для рефинансирования госдолга, предоставить которые Москва не имела возможности. При этом другой стране ЕС – Кипру – она оказала соответствующую помощь, выдав ему в конце 2011 г. льготный кредит в размере 2.5 млрд евро [4, сс. 176-177].
