Abstract

The article explores perception of China’s economic growth and its increased influence in Northeast Asia (NEA) by other countries of this region. It analyzes how Japan and South Korea view opportunities deriving from deeper economic cooperation with the PRC, including expansion into huge Chinese domestic market, as well as risks and challenges associated with it. The authors deliberate on different aspects and political implications of China’s role as a key trade partner to these countries.Political relations are explored with attention to old disputes and sources of distrust and conflict, as well as new risks and vulnerabilities that make NEA countries pay more attention to growing China’s activity in the region. Traditional issues of contention include territorial claims, different perceptions of history, ideological disputes and conflicting security concepts. Recent concerns center on Beijing's foreign policy ambitions and dissimilar visions of future security architecture, both regional and global.The authors look into the possibilities and limits for the NEA countries' efforts to balance China's presence by involving the United States in solving regional problems. Mixed reaction of these countries to recent changes in the U.S. policy in the region is also explored, as well as the impact of these changes on international relations in the region. Much attention is paid to experience and scenarios of multilateral efforts to secure stability on the Korean Peninsula and promote its denuclearization.Attention is also drawn to the NEA countries’ efforts to diversify their political and economic interaction with the rest of the world, to promote multilateral frameworks and integration projects. To a large extent, these efforts are aimed, the authors argue, at creating international institutional framework to safeguard against Chinese attempts to dominate in the region. At the same time, the NEA countries view them as a tool to engage Beijing in the process of developing durable rules for future interaction and invite China to play a constructive role in alleviating current concerns.

1 В Северо-Восточной Азии (СВА) расположены первая (Китай), вторая (Япония) и четвертая (Республика Корея) экономики Азии, пересекаются маршруты важнейших межгосударственных транспортных коридоров, растет потенциал научных и образовательных центров, что позволяет региону стабильно повышать свою роль в глобальных измерениях. В то же время в СВА сохраняются взаимные территориальные претензии, не преодолен комплекс недоверия в отношении целей внешней и оборонной политики соседей, ситуация на Корейском полуострове по-прежнему колеблется между ожиданиями устойчивой стабильности и угрозой конфликта. Накопленный здесь масштабный экономический потенциал, происходящие политические новации, состояние региональной безопасности во многом определяют характер, направление и динамику глобальных трансформаций.
2 Среди комплекса экономических и политических факторов, оказывающих влияние на современные региональные процессы, преобладающее значение приобретают тенденции, связанные с растущим многоплановым влиянием Китая, которое настойчиво пытаются уравновесить США. В этих условиях страны СВА стремятся адаптироваться к происходящим переменам и найти ответы на политические, экономические и военные вызовы за счет повышения возможностей своей экономики и большей гибкости во внешней и обороной политике.
3 В итоге складываются весьма противоречивые условиях развития региональных отношений. С одной стороны, возникают предпосылки для решения актуальных социально-экономического задач стран региона. Усиливающаяся под влиянием Китая конкуренция стимулирует здесь модернизационные процессы, побуждает задействовать неиспользуемые внутренние ресурсы, а также выявить возможности повышения результативности международного взаимодействия. С другой стороны, странам СВА приходится сталкиваться с проявлением мутаций старых противоречий и новыми вызовами, угрожающими стабильности регионального развития.

5 После полноценной нормализации отношений между Японией и КНР в 70-е годы их взаимные связи уже к началу текущего столетия приобрели весьма значительные диапазон и разнообразие, охватив самые различные сферы – от внешней торговли до крупных инвестиционных проектов и масштабных программ гуманитарных контактов. За это время двусторонние отношения достигли солидного объема; на их базе сформировались влиятельные группы заинтересованной поддержки, что придало им устойчивость к колебаниям политического климата и обеспечило условия для развития в последующие периоды.
6 В течение последних двух десятилетий Китай рассматривался в Японии главным образом как источник дополнительных резервов и стимулов для роста и оптимизации бизнеса японских компаний. Большинство крупных японских корпораций еще в 90-е годы открыли для себя огромный потенциал, который КНР таила в себе в качестве развивающегося рынка и источника определенного набора ресурсов, в первую очередь трудовых. Выигрыш в конкурентоспособности и рост продаж в результате использования новых возможностей, доступ к которым они получали благодаря работе с китайскими контрагентами, в их глазах перевешивали риски, возникавшие из-за зависимости от решений китайских властей, находившихся вне зоны их контроля.
