Abstract

The article analyzes the impact of messages by US President D. Trump in the Twitter on economic dynamics. The author defines the features of Trump’s tweet style and reveals the concept of performativity of the policy he implements. The performativity of Tramponomics is appeared in the effective, often aggressive, goal focused verbal interventions generated by the head of the state. They are typically a) consisting of an announcement of the most significant decisions and initiatives in the field of both political and economic transformations, b) accompanying the adoption of relevant decisions of the US administration, c) keeping electorate’s attention towards the most important Trump’s policy topics, turning the last ones into a kind of “ideological markers” of Tramponomics. The impact of Donald Trump's verbal interventions is analyzed based on the dynamics of the popularity of Google user queries semantically related to Trump’s tweets. The approach helps to find out how much such tweets are reflected in the mass consciousness and, consequently, in mass economic behavior. Analyzing this empirical data, the author is setting the goal to prove the hypothesis that the power of influence of the American President’s tweets on economic dynamics is heavily dependent on the level of popular attention to these messages. The author shows that because of a) the combination of tweets, b) well-articulated policy goals and c) performative style of expressing the messages addressed to the public (primarily to key electorates) Trump’s verbal interventions became a sort of exponentially scalable events (ESEs). The author defines the ESEs as such events (or informational signals) which are manifested on the financial market and in economy as a whole and can lead to large-scale consequences both for individuals and the entire economy. These events occur periodically and are characterized by the distinctness against the background of other events, ability to influence the development of these or that trends, to provoke a sequential chain of changes, when each subsequent event enhances the impact of the previous one. I.e., their results are exponentially scaled.

1 Тезис о влиянии заявлений Д. Трампа в микроблоге Twitter на конъюнктуру финансового рынка разделяют многие аналитики и эксперты в области финансовых рынков. Растет количество исследований в данной области (Born J., et al., 2017; Colonescu C., 2018; Juma'h A.H, Alnsour Y., 2018; Qi Ge, et al., 2018 и др.), множатся и примеры общедоступной интерактивной инфографики, используемой мировыми СМИ (Bloomberg, Sydney Morning Herald, Barron's). Гипотеза о влиянии заявлений Д. Трампа на мировую конъюнктуру имеет под собой определенные основания. При изучении публикаций на данную тему складывается впечатление, что его твиты становятся полной неожиданностью для участников рынка, инвесторов, журналистов. Те буквально принимают сиюминутные решения, как будто начиная все с чистого листа. Если так, то о рациональности и эффективности современного финансового рынка нужно просто забыть. Действительно ли твиты Трампа влияют на финансовый рынок, и если да, то каким образом?

ПЕРФОРМАТИВНАЯ ЖЕСТОКОСТЬ ТРАМПОНОМИКИ

3 В 2018 г. в социальных сетях появилось яркое и ставшее вирусным определение политики президента Трампа – перформативная жестокость (performative cruelty). Образное выражение быстро подхватили интеллектуалы. Кто-то слышал в нем намек на театральность и позерство главы Белого дома, кто-то делал акцент на жестокости, вспоминая инициативы Трампа, например, в области миграции. Вместе с тем, как обычно бывает в таких случаях, глубинный смысл сказанного остался вне поля зрения. Вопросы о том, может ли быть государственная политика перформативной и жестокой, и как такая политика влияет на простых граждан США, экономику и рынок, остались без ответа.
4 Начнем с определения. Сами термины “перформатив“ и “перформативный” ввел в научный оборот английский философ и лингвист Дж. Остин, изложивший свою концепцию перформативных выражений в серии лекций под общим названием “Как действовать при помощи слов” (How do things with words) [1]. Из концепции следует, что перформативные выражения не описывают положение вещей, события или действия, то есть факты, но их употребление означает производство самих действий. Однако, чтобы “действовать при помощи слов”, необходим ряд условий, которые в конечном счете делают такие выражения не только уместными, но и эффективно влияющими на поступки и поведение других людей. Прежде всего, говорящий должен обладать властью и правом делать то, о чем публично заявляет.
5 Остин не первым увидел созидательную силу слова или в более широком смысле – человеческой речи. Подвергнутый сокрушительной критике в 50-х годах прошлого века русский языковед Н.Я. Марр в свое время теоретизировал относительно того, что обычной звуковой речи предшествовала речь движений (или кинетическая речь). При всей неоднозначности теории Марра высказанные им отдельные гипотезы не выглядят совсем искусственными. По мнению лингвиста, речь складывалась в процессе повторений актов физической деятельности, таких как движения тела или рук. Появившуюся позднее звуковую речь Марр прямо называл орудием власти1]. То есть, изначально действие было словом, что уже само по себе допускало и обратную трансформацию слова в действие, особенно если говорящий наделен властью. 1. См.: Марр Н.Я.
