Abstract

The article explores the dynamics of regional integration in East Africa started at the beginning of the 20th century and continued in the middle of the century by Britain for its dependent territories including Kenya, Uganda and Tanganyika. The text also deals with the idea of the East African Federation and the fate of the East African Community. The EAC emerged in 1967, and collapsed in 1977 because of persistent political differences, disparities, particular economic interests and newly independent states’ nationalisms. The Community was revived twenty years ago, in 1999, manifestly facing the same objective problems as its predecessor. The modern EAC incorporates Kenya, Uganda, United Republic of Tanzania, joined by Rwanda and Burundi in 2007 and South Sudan in 2016. The Community acts under the motto “One People, One Destiny”, though represents a unique phenomenon of a diverse competitive space regarding economic, social and political performances. The author analyses the EAC official documents’ rhetoric presenting sovereignty as an impediment to unity. Albeit the “pillars” of integration – customs union, common market, monetary union and political federation under which the EAC partner states envisage coming together to form a super-state under a single authority, single government – are in progress, a controversy exists concerning short-run prospects of regional cooperation. Sovereignty imperatives and each country’s economic strategies made East African leaders in 2017 take decisions inclining rather to confederation than to federation as a form of political design for the eventual interstate union in the near future. Meanwhile, a federation remains a long-term goal of regional elites. The issue is whether East Africa will ever have one constitution and one president, whether the political federation project will be of any success.

1 История и текущее положение дел в международных отношениях в Восточной Африке и в региональной интеграции с ее прорывами и откатами назад, прогрессом и регрессом – в зависимости от ситуации в экономической и общественной сферах – ставят перед исследователями новые проблемы. Эти проблемы относятся к теории и практике государственного строительства, суверенитету, национальному вопросу, а также к истории политической мысли, федеративной и конфедеративной идеи. Уровень и состояние объединительных процессов в регионе определяется как внутристрановой, так и континентальной и глобальной повесткой.
2 В мировом масштабе система множества государств-наций довольно стабильна, несмотря на глобализацию и эрозию принципа суверенитета; региональные объединительные процессы идут с переменным успехом, их участники взвешивают экономические и политические выгоды, оценивают издержки интеграции. В течение века в Восточной Африке предпринимаются попытки образовать союз государств или союзное государство, перейти от экономических форм сотрудничества к политической федерации. Восточноафриканское сообщество (ВАС) воссоздано около 20 лет назад, в ноябре 1999 г. подписанием договора, давшего новый старт региональной организации (первоначально была создана в 1967 г.). В существующее и по настоящее время сообщество, действующее сейчас под девизом “Один народ, одна судьба”, входят страны-основательницы – Кения, Танзания, Уганда, примкнувшие к ним в 2007 г. Руанда и Бурунди, а также присоединившийся в 2016 г. Южный Судан.

4 Первые пробные проекты по созданию Федерации Восточной Африки (ФВА) относятся ко второму десятилетию ХХ в. Соответственно история объединительных процессов в регионе насчитывает столетие. Уже с начала прошлого века на территориях, зависимых от Британской империи, прорабатывались федеративные идеи, которые первоначально базировались и на общих инфраструктурных проектах, и на экономической интеграции. Был сформирован восточноафриканский общий рынок, введены общие тарифы. В 1917 г. Кения и Уганда инициировали создание таможенного союза, в 1920 г. единая денежная система Кении и Уганды была распространена на Танганьику и Занзибар. В 1926–1927 гг. для координации основных направлений политики Великобритании в регионе была образована Конференция губернаторов Восточной Африки.
5 В 1948 г. учреждена Высшая комиссия (East African High Commission, EAHC), состоявшая из губернаторов Кении, Уганды и Танганьики со штаб-квартирой в Найроби. В рамках объединения появились Законодательная ассамблея, а также различные структуры для кооперации в системах почтовой службы, портов, железнодорожного сообщения, статистики, метеорологии, исследовательских работ и др. После 1961 г. Кения, Уганда и Танганьика создали Восточноафриканскую организацию общих служб (East African Common Services Organization, EACSO), которая объединяла почтовую, телеграфную, телефонную связь, транспорт и в перспективе рассматривалась в качестве базы для политической федерации [1]. В деятельности EACSO принимал участие и Занзибар.
