Abstract

The article defines the position of Russia in the European Union's concept of resilience as it is put forward in the 2016 Global Strategy, five principles of relations with the Russian Federation and consequent documents. The discourse analysis of EU documents demonstrates that Russia is linked to resilience through threats, which – as Brussels believes – Moscow provokes. These are the challenges of energy supply, fake news, cybersecurity, chemical weapon and security services’ activities. Two approaches to dealing with these threats are identified. The realistic one presupposes isolation of the European Union from these threats. The liberal one is based on the inclusion of threats and their places of origin, given the complexity of the world and impossibility of fences as they challenge market principles, civil freedoms and benefits of the interconnected world. This liberal approach constitutes the basis of resilience in the EU and presumes a construction of spaces that include both the European Union and territories beyond its geographical borders (inter alia Russia). This inclusion – although it is in line with theoretical writings on resilience – is problematic for Moscow for four reasons. 1) Unevenness of inclusion originates from diversity of fields of cooperation, time and diversity of the EU member states. 2) Inclusion solely through threats that Russia provokes is a limited form of inclusion. 3) Russia is included as a part of several spaces – energy, information, cyberspace, free circulation of people and goods, – but not in the governance system of these spaces. 4) Although resilience presupposes actions of states and societies, the European Union views partners mostly in the civil society of Russia while limiting cooperation with its state institutions. Although resilience might constitute a concept for future EU-Russia relations, it cannot be applied in the way it is currently promoted by the EU.

1 Термин “стрессоустойчивость” (resilience) прочно вошел во внешнеполитический словарь Евросоюза в 2016 г. [о переводе на русский язык см.: 1; 2]. Этому послужили подготовка Глобальной стратегии ЕС (ГС) [3], пересмотр Европейской политики соседства, а также формулирование принципов отношений с Россией [4]. Само понятие для ЕС не было новым, но сфера его применения до 2016 г. ограничивалась экономикой, инфраструктурными проектами, охраной окружающей среды и отношениями с развивающимися странами [2]. В 2016 г. слово “стрессоустойчивость” выходит на лидирующие позиции применительно к внешней деятельности ЕС. В ГС он упомянут более 40 раз, в 2017 г. появилось специальное сообщение о стрессоустойчивости [5]. Термин также заполнил документы ЕС по энергетике и гибридным угрозам, по химическому оружию и противодействию разведдеятельности.
2 В этом контексте цель статьи – определить соотношение концепции стрессоустойчивости ЕС с российской проблематикой, а также оценить потенциальные последствия ее применения в отношениях Москвы и Брюсселя. В первой части, используя дискурс-анализ, мы продемонстрируем, что концепция стрессоустойчивости связывается с Россией главным образом через идентификацию угроз, ассоциируемых с Москвой, и определим эти угрозы. Во второй части будут выявлены два подхода к противодействию угрозам, а также продемонстрирована их корреляция с включением России в единые с ЕС пространства, где Брюссель считает легитимным свои действия. Такой подход к России устраняет противоречие между дискурсом ЕС и теоретическими работами по стрессоустойчивости [6], но Евросоюз не всегда придерживается этого подхода. Кроме того, само видение процесса включения, предлагаемое ЕС, проблемно для России. Поэтому в третьей части мы рассмотрим четыре дискуссионных аспекта включения РФ в эти пространства, показав, что в нынешнем прочтении стрессоустойчивость не создает перспектив долгосрочных отношений Москвы и Брюсселя.

4 ГС 2016 г. определяет стрессоустойчивость как “способность государств и обществ реформироваться, сопротивляясь внутренним и внешним кризисам и восстанавливаясь после них” [3]. Сообщение 2017 г. конкретизирует “стратегический подход ЕС” к стрессоустойчивости как “адаптивность государств, обществ, общин и индивидов к политическому, экономическому, экологическому, демографическому и социальному давлению, которая позволяет сохранять прогрессивные тенденции в достижении национальных целей развития”, как способность государств “выстраивать, сохранять и восстанавливать свои основные функции”, а обществ “управлять возможностями и рисками” в контексте вызовов и угроз [5]. Иными словами, концепция стрессоустойчивости означает способность актора выживать и выполнять ключевые функции в современных условиях, когда опасности и угрозы сложно не только исключить, но порой даже четко идентифицировать.
