Abstract

Globalization of the world economy became the most apparent since the second part of the XXth century. The article explores the present peculiarities of this process and the subsequent macroeconomic transformations, as well as various political perturbations in the today’s world. The author makes an attempt to investigate in details the influence of the above mentioned factors on the traditional aspects of globalization. They are international trade, transborder financial flows (bank loans and deposits, international debt securities, foreign equity issues), foreign direct investments defining the volume and the structure of global international production. The author makes emphasis on the two most evident changes in the dynamics of globalization conditioned by the world macroeconomic developments, namely, the sharp reduction of transnational bank lending and the relative stability of the world foreign direct investments flows. The conclusions are based on the use of a large volume of the corresponding statistical information. Since the beginning of our century, a rapidly growing role in the world economy is played by the so called digital economy. It constitutes one more channel of globalization, known as digital globalization. According to majority of the economists’ views, nowadays this technology makes a heavier contribution to the support of the world growth rather than trade in goods. At the same time, the author shares the opinion that digital international financial instruments play conflicting roles, encouraging globalization process and, correspondingly, economic growth, on the one part, and creating new potential risks, on the other part. The fact that globalization involves contradictionary consequences entails the use of political and legal instruments for defending the interests of consumers, facilitating innovations and raising effectiveness of the economy. The author supports the view according to which the key to settlement of the above described contradiction lies not in fighting against globalization, but in elaborating smart political measures in order to maximize the advantages of new technologies and at the same time to minimize inevitable short-term distortions. The analysis of statistical data, the study of the corresponding scientific literature and also taking into account the influence of the rapid development of the digital economy bring the author to the conclusion that globalization is not coming to an end or even permanently moving backwards. At the same time, there’s no ground to believe that it would have evenly progressive character. Taking into account impetuous diffusion of various technological innovations, one can expect further transformation of structure and mechanisms of the world economy’s globalization.

Согласно утвердившимся в экономической науке подходам, ключевым направлением развития мировой экономики стала ее интернационализация, а современный этап последней, начавшийся приблизительно со второй половины XIX столетия, принято называть глобализацией. Особенно интенсивно этот процесс преобразовал мировые финансовые рынки. Глобализация развивалась по двум основным направлениям. Распространение вширь нашло выражение в стремительном росте количественных параметров, в первую очередь оборота мировой торговли. Движение вглубь, то есть осуществление важных институциональных изменений, проявилось в отмене разного рода ограничений на пути трансграничного движения товаров и капиталов, в налаживании кооперации между торговыми и финансовыми институтами разных стран, вплоть до полного их слияния. В результате национальные рынки стали взаимосвязанными частями единого, интегрированного мирового рынка.

Важнейшим показателем глобализации на протяжении предыдущих периодов считалось отношение объема мирового товарооборота в стоимостном выражении к ВВП. Очевидно, что оно прямо пропорционально глобальному товарообороту и обратно пропорционально объему мирового ВВП. По данным Всемирного банка, в период 1985–1994 гг. эта величина росла в среднем в два раза быстрее, чем в предыдущее десятилетие (1975–1984 гг.), и в три раза – по сравнению с периодом 1960–1976 гг. [1, p. 1, 2].

Как следует из данных МВФ, среднегодовая величина экспорта товаров и услуг за десятилетие 1999–2008 гг. увеличилась по сравнению с периодом 1989–1998 гг. в 2.1 раза, а за 2009–2018 гг., в сопоставлении с 1999–2008 гг., – в 1.8 раза (табл. 1). Однако в силу ряда объективных обстоятельств, а также из-за кризисных потрясений темпы торговой глобализации ныне нельзя считать столь же впечатляющими, как в 1980–1990-х годах. Так, среднегодовая доля мирового экспорта в мировом ВВП за десятилетие 1999–2008 гг., по сравнению с соответствующим показателем 1989–1998 гг., увеличилась на 5.4 п.п. – до 26.1%. А за период 2009–2018 гг. по сравнению с десятилетием 1999–2008 гг. она выросла ощутимо меньше – на 2.6 п.п. (до 28.7%).

Следует обратить внимание на то, что динамика соотношения величин трансграничной торговли и мирового ВВП не однонаправлена. В частности, его максимальная величина была зафиксирована в годы глобального финансово-экономического кризиса: в 2007 г. – 30.8%, а в 2008 г. – 32.1% (исторический максимум) [2]. В 2009 г. показатель существенно понизился – до 26.1%, а в последующие годы колебался в пределах от 1/3 до ¼ [3, 4].

Анализируя факторы, действующие в направлении сдерживания роста доли трансграничной торговли в совокупном мировом производстве, многие экономисты (и с ними можно согласиться) указывают на ряд существенных сдвигов в структуре современной мировой экономики, в частности, в ускорении роста сферы услуг на фоне сужения материального производства. Поскольку для реализации услуг требуется меньший, чем для обслуживания обращения товаров, объем платежей, то названный фактор как раз и действует в указанном направлении. В значительной мере этот эффект объясняется также возникновением большого числа относительно более высоких “очевидных” (или “неочевидных”) протекционистских барьеров в различных отраслях сферы услуг (так называемый “микропротекционизм”).
