Abstract

The European migration crisis of 2015–2016 showed the need not only to regulate (and above all limit) migratory flow, but also develop effective programs to integrate refugees and people in need of international protection аs a target group. Considering the relatively high percentage of positive asylum decisions in the main recipient countries, we may assume that most of the beneficiaries will remain in Europe for a long time, if not forever. Given this, a new approach to integration is important, i. e. the priority of integration in the labour market as key condition for social integration. This approach is shared by all EU member states. Today, at the national level, there are various programs and schemes of integration, the primary objective of which is to speed up asylum-seeker and refugee access to the labour market. The main problems faced by refugees are language barrier, difficulties in recognizing diplomas and qualifications, and protracted access to employment. The Nordic countries and Germany have been the most successful in integrating this migrant category.

1 Гуманитарные мигранты – беженцы и соискатели убежища из третьих стран1 – всегда были составной частью потока переселенцев, устремляющихся в Европу. Проблема их интеграции в принимающее сообщество решалась в контексте миграционной политики с учетом национальных моделей. Однако взрывной рост миграции из зон военных действий и вооруженных конфликтов, прежде всего из стран Ближнего и Среднего Востока, Африки, в конце 2014 г. и ее беспрецедентные масштабы в 2015–2016 гг. – более двух млн человек за два года, стали неожиданными для европейцев. В силу своих международных обязательств Европа оказалась в роли “хозяйки”, вынужденной принимать нежданных “гостей”. Первой реакцией европейских правительств на миграционный кризис явились меры по ограничению притока беженцев: усиление пограничного контроля; отказ в предоставлении убежища выходцам из “безопасных” стран; ужесточение подхода к приему беженцев и лиц, нуждающихся в международной защите; достижение соглашения с Турцией и пр. Если в 2014 г. в ЕС было подано 563 345 первичных ходатайств о предоставлении убежища и международной защиты, то в 2015 г. уже 1 257 610. Начиная с 2016 г. происходит некоторое снижение числа беженцев – 1 206 120, а с 2017 г. – заметное – 649 855 человек [1, 2]. 1. В Европейском союзе (ЕС) этим термином обозначают страны, не являющиеся членами ЕС, Европейской экономической зоны (ЕЭЗ) (помимо ЕС в нее входят также Исландия, Норвегия и Лихтенштейн), а также Швейцарию.

3 В 2015–2017 гг. основную массу беженцев приняли Германия, Франция, Великобритания и Швеция, на долю которых пришлось в общей сложности 80% всех переселенцев. Причем в трех из этих стран (за исключением Великобритании) зарегистрировано и наибольшее число мигрантов по отношению к численности населения (на 1 млн жителей): 2402 человека в Германии, 2220 в Швеции и 1359 человек во Франции.
4 Особо привлекательная страна для беженцев – Германия. В 2017 г. здесь была зарегистрирована почти треть (31%, 198300 человек) всех желающих получить убежище и международную защиту. За ней следуют: Италия (126550 человек, 19.5%), Франция (91070, 14.0%), Греция (57020, 8.8%), Великобритания (33310, 5.1%), Испания (30445, 4.7%), Швеция (22190, 3.4%), Австрия (22160, 3.4%), Бельгия (14035, 2.2%) и Нидерланды (16090, 2.5%) [3]. В целом в ЕС и странах ЕЭЗ в 2017 г. был удовлетворен почти 1 млн первичных ходатайств о предоставлении убежища. При этом коэффициент признания (положительных решений) заметно различается по странам – от 63% в Дании, 55% в Норвегии, 52% в Швеции, 46% в Германии, 40% в Финляндии до 10% в Греции [4].
5 Самой многочисленной группой среди гуманитарных мигрантов оставались выходцы из Сирии, Афганистана и Ирака, 33% всех первичных заявителей [2]. Они же являются и наиболее реальными кандидатами на получение убежища в качестве признанных беженцев или получателей субсидиарной защиты: доля положительных решений в первом квартале 2018 г. составила соответственно 86%, 43% и 35% [5]. Учитывая этот довольно высокий процент, нетрудно предположить, что значительная часть бенефициаров останутся в Европе надолго и, следовательно, перед принимающей страной встанет задача их интеграции.
