Внешняя политика президента Мексики Андреса Мануэля Лопеса Обрадора. Растущая значимость vs строгий отбор в период 4-ой трансформации

Based on the axiom that "the best foreign policy is the domestic one”, Mexican president, Andrés Manuel López Obrador stated that the international relations of the Mexican government would occupy a discrete place in his administration. However, due to external factors, foreign policy occupies increasingly relevant spaces on the presidential agenda. The purpose of the article is to review the most significant background, purposes, challenges, actions and results of the Mexican foreign policy implemented by López Obrador from 2019 to April, 2021. It is argued that, the relevance of foreign policy in this government is ascending, although it addresses issues selectively, which generates both achievements and challenges for this Latin American country.

Исходя из аксиомы «лучшая внешняя политика — это внутренняя политика», президент Мексики Андрес Мануэль Лопес Обрадор заявил, что международные отношения мексиканского правительства займут отдельное место в политике его администрации. Однако в силу извне приходящих факторов удельный вес внешней политики в президентской повестке неуклонно возрастает. Автор старается выявить наиболее значимые цели и вызовы, а также проанализировать направления внешнеполитеческого курса Лопеса Обрадора с 2019 г. по апрель 2021 г. Он полагает, что актуальность внешней политики для нынешнего правительства растет, хотя она носит конъюнктурный характер. Это приводит к ощутимым достижениям, но в то же время порождает противоречия, что ставит Мексику в двойственное положение.
