Подход США к сотрудничеству с Колумбией и Мексикой в деле противодействия наркотрафику

Статья посвящена сходствам и различиям политики сотрудничества США с Колумбией и Мексикой в сфере антинаркотической борьбы. Высокий уровень производства запрещенных веществ и их активный экспорт, формирование на территории каждой из стран мощных преступных организаций давно сделали эти государства объектом пристального внимания Вашингтона. Отталкиваясь от теоретических положений борьбы с трансграничным наркотрафиком, автор показывает, в чем заключается специфика деятельности по производству и распространению наркотиков в Колумбии и Мексике: наследие внутреннего вооруженного конфликта; заметная политическая составляющая проблемы в первой стране резко контрастирует с борьбой множественных криминальных интересов во второй. Даются оценки новаторства и преемственности тех шагов, которые предприняла администрация Дональда Трампа в масштабах и формах политики оказания помощи Колумбии и Мексике, а также участия в ее проведении отдельных органов исполнительной власти. Раскрывается роль конгресса США, который своими ассигнованиями и аналитическими исследованиями обеспечивает функционирование сформировавшихся механизмов партнерства. Автор приходит к выводу о том, что необходимость внесения глубоких социальных изменений, столь важных для сокращения наркотической угрозы, имеет для США второстепенное значение. В заключение представлены соображения о том, какое место Колумбия и Мексика занимают в американской региональной антинаркотической стратегии.
