Latin American vector of Chinas current foreign policy

The purpose of the article is to analyze role and importance of the Latin American direction in international activities of the PRC. To achieve it, the author performs a number of auxiliary tasks: examines how China uses its status of a developing country as a cooperative factor in relationship with the countries of the developing world (DW) and how official Beijing interprets the global importance of the DW through the prism of China’s interests. The article characterizes political and economic meaning of the modern dialogue "China-Latin America" taking into account the specific tasks of the PRC in the world’s developing regions. The author notes that novelties in Beijing's policy towards developing countries are largely determined by the interests of the implementation of the Chinese “Belt and Road” mega-initiative (BRI), as well as by intention to employ opportunities of the DW in China’s defense policy in the future. The difficulties of the PRC's dialogue with Latin America, in particular associated with the Venezuelan crisis of power, are also discussed. The author concludes that now the specificity of the world situation is such that not only China is apt to dictate terms of cooperation to developing countries, especially in the light of the BRI, but the DW itself is gradually gaining the ability to influence the feasibility of Chinese international initiatives.
