On Guard of Independence: Finnish Security Policy 1918—1922

The article is devoted to the problems of Finland's security policy in the first years of independence. The emphasis is placed on the primacy of the settlement of relations with the eastern neighbor. Official policy was characterized by inconsistency and a penchant for adventures. The first Soviet-Finnish War of 1918—1920 was part of the Russian Civil War and foreign military intervention. In connection with the Genoa Conference of 1922, the Finns were most concerned about the possible revision of the results of the Tartu Peace Treaty of 1920 and the possible rapprochement of Russia and Germany. Genoa allowed us to sum up the search for a reliable ally, which ended in nothing. The only alternative was the policy of non-alignment or “brilliant isolationism”, which lasted until the mid-1930s.
