Abstract

The article offers a historical review of the practice of prioritizing scientific advice in land-use policies of the Arctic. It uses the high-arctic Svalbard archipelago as its main case study. It articulates the need for historians to contribute insights into the ways scientific communities have set much of the international agenda of Arctic and Antarctic matters over the last century. From a cultural heritage standpoint, today’s situation on Svalbard illustrates some problems of the currently widely accepted ideas of global (Arctic) governance. The author raises the question, according some points of view, whether the idea of Circumarctic, globally governed by scientific diplomacy, will not turn into something “sectorally” divided — a future that, as Arctic historians know, has a past in Arctic geopolitics from which lessons can be learned.

В статье представлен исторический обзор практики приоритезации научных рекомендаций в политике землепользования Арктики. В качестве основного примера используется высокоарктический архипелаг Шпицберген. Подчеркивается, что историки должны внести свой вклад в понимание способов определения научными сообществами значительной части международной повестки по вопросам Арктики и Антарктики за последнее столетие. С точки зрения культурного наследия сегодняшняя ситуация на Шпицбергене иллюстрирует некоторые проблемы широко распространенных в настоящее время идей глобального (арктического) управления. Автор, опираясь на принятые точки зрения, ставит вопрос: превратится ли идея Циркумарктики, глобально управляемой научной дипломатией, в нечто «секторально» разделенное — будущее, у которого, как известно историкам Арктики, есть прошлое в арктической геополитике, из которого можно извлечь уроки.
