Legal Means to Protect Historical Memory

Historical memory always was been and will be the basis for the development of any traditional society. Today it is also becomes a solid foundation for strengthening the sovereignty and statehood of Russia. The protection of historical memory is aimed at preventing the incitement of interethnic and interfaith conflicts, strengthening the unity of the peoples of the Russian Federation on the basis of the all-Russian civic identity, preserving the indigenous principles common to humanity and publicly significant guidelines for socio-cultural development. The article is concerned with such concepts as “historical memory” and “historical truth” and their protection by constitutional, criminal and administrative legislation. The interrelation between such categories and concepts as “historical memory”, “historical truth” and “historical heritage” is emphasized. The article summarizes the emerging regional legislation on the protection of historical memory in connection with the adoption of the constitutional innovation on the protection of historical truth.
