Научная дипломатия: теория и практика

С 2021 г. в рамках соглашения между Российским фондом фундаментальных исследований и Фондом «Дом наук о человеке» (Париж, Франция) реализуется совместный российско-французский проект, направленный на изучение феномена научной дипломатии в современном мире, ее роли в преодолении противоречий между государствами и налаживании мира между народами. Проект ставит задачей проанализировать разнообразные практики научной дипломатии в узловые периоды истории, сравнить опыт различных стран. В статье несколько участников проекта формулируют свое представление о феномене научной дипломатии. Профессор университета Гавра (Франция) П.-Б. Руффини акцентирует внимание на основных аспектах научной дипломатии, характеризуя ее как инновационную концепцию XXI в., способную противостоять глобальным вызовам, и показывая, что научная дипломатия — явление гораздо более широкое, чем сотрудничество ученых из разных стран мира. Научный руководитель Института всеобщей истории РАН, академик А. О. Чубарьян пишет о существенном российском вкладе в развитии научной дипломатии, опираясь на различные примеры из сферы гуманитарного сотрудничества. Профессор Сорбонны П. Гризе на примере советско-французского сотрудничества в годы холодной войны показывает механизм практического воплощения элементов научной дипломатии в жизнь. Профессор РГГУ В. И. Заботкина затрагивает тему когнитивного измерения научной дипломатии, одной из самых перспективных составляющих современной науки.
