Abstract

The political and legal course of modern Russia for creating conditions for sustainable development in the country presupposes reliance on a well-functioning system of state and legal regulation, through which opportunities for full-scale implementation of freedoms, subjective rights and legitimate interests provided for by constitutional and sectoral legislation are opened, but at the same time it is ensured their comprehensive protection and protection, which implies mechanisms that facilitate the implementation of legal regulations (positive obligations), compliance with legal prohibitions. An important function in this system is to fulfill punishments as provided by law measures of negative impact on entities that in one way or another violated the requirements of the law. The issues associated with this “extreme” but effective tool of the state-legal policy of modern Russia, have become the subject of discussion in the format of the scientific roundtable. In addition, during the scientific event, the prospects for cooperation and cooperation between academic and university science were discussed within the framework of the Scientific and Educational Center “State-Legal Policy of Modern Russia”, established on the basis of Tambov State University named after G.R. Derzhavin (Research Institute of State and Legal Studies) together with the Saratov branch of the Institute of State and Law of the Russian Academy of Sciences.
