Abstract

In the article elements of federalism are defined and model of federalism is described that contains list of factors of influence, stages of the development and its key characteristics (including historical type of federalism). Each country model is unique but comparison makes it possible to distinguish common features and tendencies. Historical and State studying approach is the beginning of the comparison that per meats to turn to analysis of the legal texts and legal practice and then to the role of parties and party systems and public opinion in the development of federalism.
