Abstract

The article examines the powers of the territorial election commission of the federal territory “Sir-ius”. The signs of the special constitutional and legal status of the federal territory “Sirius” as an independent public legal entity are most clearly manifested in the scope of powers assigned to the territorial election commission of this federal territory. The analysis of these powers makes it possible not only to determine the place of the commission in the system of election commissions of the Russian Federation, but also to formulate the key principles underlying the political and legal status of the federal territory as a whole. Based on the analysis of the current legislation, the author sees a correlating relationship between the electoral capabilities of voters and the “repre-sentative potential” of the federal territory, comes to the conclusion that the commission has a special status of a public body with mixed state and municipal powers.
