Abstract

The article examines some methodological and historiographical aspects of the topic, reveals the transformation of types of social assistance and support for various categories of the Russian population from ancient times to the beginning of the twentieth century. At the same time, special attention is paid not only to the social activities of wealthy citizens, rulers, and the public, but also to the process of legislative registration of existing norms into legal institutions, turning the phenomenon of assistance and support into a category of law. At the same time, a comparative analysis of social security in European countries and in Russia is being conducted. On the basis of legal comparative studies, the degree of influence of European lawmaking on Russian legislation is revealed. The main trends in the internal state social activity are analyzed: the development of a system of incentives, awards and privileges, forms of assistance to the disadvantaged, the poor, the poor, the infirm; the content of the pension as a social category and the phenomenon of law is clarified
