Abstract

in October 2018 prominent Russian scientists, honored worker in higher education of the Russian Federation, Doctor of Law, Professor Aleksandr S. Mordovets passed away. His works dedicated to the social legal mechanism of proving rights and freedoms of an individual and a citizen are still meaningful from the scientific-theoretic and practical point of view. In memory of him Volga Institute (the brunch) of the All-Russian state University of justice (Russian law Academy of the Ministry of justice of Russia), where A. Mordovets had worked for many years, organizes annual scientific-practical conference. This conference is aimed to discuss the issues enlarging and developing appropriate field of legal science. This particular conference, held in the form of a “Round Table” of journals “State and Law” and “The legal culture”, is dedicated to the investigation of complex of issues dealing with correlation between modernization processes in the system of Russian statehood and the legal culture and its influence on state's legal policy. Key problem somehow enlighten by all participants is that such purpose as shaping state democracy unity can be realized through the transformation of the “state – citizens” system by means of legal policy. Legal policy considered as activity based on values and ideals of natural law and realized due to providing individual rights and freedoms should be directed at optimization of legal culture and its improvement on different levels of public system
