Abstract

The article analyzes the formation of the Russian state and a parallel process: the emergence and development of financial relations, the origin and formation of the first elements of financial law – tax, issue, credit. The author pays special attention to monetary circulation, which contributes to the enrichment of the treasury and the material well-being of the population.
