Abstract

The paper contains the author’s analysis of the juxtaposed meanings of federalism,  democracy, division of powers and efficiency of public administration, first of all in the context of world-outlook paradigm, attributed to the national tradition of the social and political studies, as well as from the perspective of their practical implementation in the framework of state-building in today’s Russia. It is noted that real implementation of these constitutional values demands the vast of hard efforts now to overcome those incompatibilities which are still existing between the textual provisions of the Basic law and actual social, political and economic situation in this country. Author concludes that only this way is the basis to provide the systemic integrity and modernization of the Russian federative model.
