Abstract

In this article the human rights universality is analyzed in three aspects (philosophical, legal and technological). The popular statement about occidental value of human rights which can be changed in other legal cultures gives the basis to reduce their universality to minimum standards. Legally such standards are formed in the search of a harmonious ratio of international and national laws, also public and private law, as well as a "binding" of a power system by human rights. The digital era is capable to allocate human rights with measurable technical characteristics, though it does not mean automatic universality of human rights.
