Administration in the Russian Federation (philosophical and legal basis)

In article justification of need of modernization of legal doctrine proposed new legal Institute of state administration.Under such the author proposes to understand the activities of state administration for the implementation of the tasks and functions of the state: 1) to service and meet the interests of the individual and of civil society institutions; 2) implementation of management functions of state administration, 3) the protection of public order, the suppression of crimes and administrative offenses, as well as the safety of the individual, civil society and the state.
