Bicameralism as a principle of Parliament: historical experience and problems of modern Russia

Abstract

The features of the origin and development of parliamentarism, the evolution of Parliament from consultative bodies under the monarch in an independent peer unicameral or bicameral governments, with the active development of the ideas of popular representation and separation of powers. The key characteristics of the institutional nature of the bicameral principle of Russian parliamentarism, its advantages and disadvantages are investigated. Possible ways of development of constitutional representation as a methodological basis of the structure of Parliament are analyzed. The Federal Assembly of the Russian Federation is qualified as a representative body combining mixed types of representation: territorial-political and people's representation. It is concluded that the combination of national and territorial elected representation in the bicameral Parliament allows to achieve the identity of parliamentarism and popular representation based on the recognition of national sovereignty, separation of powers, the rule of human rights and other fundamental values of constitutional democracy.
