Международно-правовой аспект решения всеобщей проблемы роста ущерба от стихийных бедствий

Объявленная почти 30 лет назад всемирная кампания ООН по защите от стихийных бедствий не приносит «существенного снижения» экономических и нематериальных потерь, которого в этот период неоднократно намечалось достичь. Одной из основных причин нерезультативности представляется слабое развитие организационно-правовой базы всеобщих мероприятий. Предлагается переход от рекомендательного планирования к обязательной координации, для чего следует ускорить процесс формирования универсальных правовых и институциональных регуляторов новой области международных отношений.
