Abstract

Reviewed published official draft Constitutional Act of the Union State, identified the inconsistency of theoretical-legal and constitutional understanding of Union State (Federation) and even identified in the Treaty establishing the Union State 1999 yr. plans build a common Russian-Belarusian State. When analyzing the options for further development of Russian-Belarusian relations argues preference successful completion of reintegration, the transition to a federal polity and a new political system, based on the selection the exclusive competence of the Union State and leaving all other issues for actors of the Union State. Formulated especially for consolidated sovereignty.
