Abstract

The article analyzes the recently proposed initiative to abolish the Investigative Committee of Russia and options for appropriate reform. The author points out the dangers inherent in the departmental subordination of investigators to prosecutors, as well as what the departmental subordination of investigators to the heads of bodies carrying out operational investigative activities is now leading to. As a result, it is concluded that a Single investigative Committee, independent from the bodies of inquiry and the Prosecutor's office, as well as a Prosecutor with broad Supervisory powers, are elements of a system of checks and balances necessary for modern law enforcement.
