Abstract

The paper deals with the issues of correlation of official and commercial state debt, the criteria for their delineation in the doctrine of international economic law and in the practice of international financial and credit relations; the most important and significant properties of the external public debt affecting its status are highlighted; a fundamentally new concept of regulation of international financing of states is proposed, suggesting both legal and non-legal forms of it, as well as the "hybrid" status of individual forms of borrowing.
