Abstract

The article examines political and legal concept of the 28th US President W. Wilson. Positivist methodology that was used by Wilson for the study of state-legal phenomena involves the recognition of the evolutionary model of constitutionalism, as well as the application of the teachings by Charles Darwin to the law. The program of Wilson's "New freedom" called for the reform of almost all aspects of American society.
