Abstract

The article examines global and regional political, economic and other factors that have become drivers of changes in the African policy of a number of international actors over the past decade.

Particular attention is paid to the force majeure factor of the COVID-19 pandemic: its impact on the economic situation in the world and Africa, the problem with providing developing countries with vaccines and the so-called “vaccine nationalism”. The author gives a detailed analysis of how and why the policies of the USA, the EU, China, India and Russia towards the continent has been transformed in recent years, showing the difference and similarity of the approaches of the “old” and “new” players in their dialogue with Africa.

The dynamics of US - Africa relations under Presidents Trump and Biden is considered. The main areas of cooperation between the EU and the African continent, as well as the prospects for Africa of the implementation of the EU “Green Deal” and the decisions taken at the EU - AU summit in February 2022 are analyzed. The main changes in the policies of China and India in Africa are considered in the light of increasing contradictions in the US - China dialogue and in the course of their implementation of various geostrategic projects.

Much attention is paid to the prospects for the development of Russian-African relations in the post-pandemic period in such areas as political cooperation, trade and economic cooperation, and strategic communications. Possible options for the development of relations between international actors and Africa in the medium term are outlined.
