Abstract

Despite the geographical proximity of Africa, the direction of Spain's foreign policy has historically not been consistent. The turning point happened in the middle of the first decade of the 21st century, marked by the immigration crisis. Subsequently, the African vector was consolidated in Spain’s foreign policy agenda. Key issues in it included general security aspects such as terrorism and illegal immigration, as well as Spain's dependence on energy from the region.

Currently, Madrid is actively working with African countries in the security field, through training activities for national armed forces, in the field of trade and in the field of development assistance programs (DAP). In connection with the development of a whole galaxy of crises in Sahel Africa (security, health and food), provoked by the COVID-19 pandemic, it is possible to revise the number of DAPs in this region. At the same time, the Spanish government needs to consolidate its practical successes in the field of security at the doctrinal level in order to achieve harmonization and unleashing the potentials of its humanitarian and military programs in the "security - development" link.
