Scientific-industrial cooperation with China: Analysis of models and forms of interaction

There has been rapid progress in Chinese science. Huge funds are investing in the development of basic and applied research. At the same time, global competition for the possession of future technologies and competition for leadership even in the Russian scientific community is a cause for concern.

However, in the current environment, when US political and economic pressure on China is increasing to restrain its scientific and technical development and cut off promising technologies, Russia has a chance to improve its negotiating position and build the international scientific and technical cooperation with China on the principles of equality and mutually beneficial cooperation.

The article analyzes available forms of foreign economic interaction on the example of Russian-Chinese cooperation in the field of high technologies. The key factors and the most effective models promoting scientific and industrial development in three areas have been identified: business and experts, youth and student projects, basic science and faculty.

On the examples considered it is shown that one should not rely on one-time projects and momentary benefits, which are the consequence of an entrenched model of the commodity economy in Russia. A transition to highly efficient development on a new technological basis is necessary. By carefully weighing and building sound cooperation mechanisms, it is possible to succeed and make full use of the potential and opportunities that both Russia and China have.
