U.S. Foreign Policy Priorities for Post-Soviet Countries during the Biden Administration

Abstract

The article identifies Washington’s updated priorities on the way of implementing its policy towards the post-Soviet space. It analyzes the approaches of the United States to the focal post-Soviet countries that is Georgia and Ukraine, providing the arguments for U.S. ongoing interest towards both countries, investigates the ways and means used by Washington on the way of their mutual rapprochement. The unprecedented level of support provided by Washington to Georgia and Ukraine is manifested in full by the examples of laws, bills and resolutions proposed by the US 115th-117th Congress. At the same time the cooperation of these countries with NATO is lifting up to the extreme: the Alliance is doing everything possible to maximize rapprochement with these countries, but this is not enough for the fulfilling the main tasks NATO has before it on the way of implementing its post-Soviet policy. Thus the updating of Washington's approaches to its priorities concerning politics towards post-Soviet states can mainly be explained by the fierce international competition for global influence that could be considered as getting access to the sea routes as well as a possibility for creating convenient logistics. That is why the U.S. poli cу towards post-Soviet states would be much more proactive as a whole and towards their focal countries – Georgia and Ukraine in particular.

ВВЕДЕНИЕ
2 С приходом администрации Дж. Байдена политика США на постсоветском пространстве – главном поле борьбы за влияние между Вашингтоном и Москвой, считающей это пространство зоной своих стратегических интересов, – резко активизировалась. США, тесным образом вовлечённые в процесс международной конкуренции за влияние, будут всячески стремиться действовать крайне жёстко на этом поле, вплоть до достижения желаемого результата.
3 Зададимся вопросом: что же является главным приоритетом Вашингтона в его политике в отношении стран постсоветского пространства? С учётом растущего производства и потребления американского сжиженного природного газа (СПГ), равно как и других видов альтернативных источников энергии, значение стран постсоветского пространства, обладающих богатыми природными ресурсами (нефть и газ), похоже, отойдёт на второй план На первый же выйдут страны, занимающие весьма благоприятное географическое/геополитическое расположение и способные обеспечивать как открытый доступ к морским путям, так и возможность создания удобной логистики, что в конечном счёте является главной составляющей современной экономики.
4 Учитывая этот фактор, ключевой интерес США в отношении стран постсоветского пространства направлен на Украину и Грузию, имеющих выход в Чёрное море и через него в Персидский залив и Индийский океан, а также на транзитные страны – Азербайджан и государства Центральной Азии. Всё это имеет колоссальное значение для глобальных экономических проектов, актуальность которых сегодня резко возросла, и это далеко не предел.

ЛОГИСТИЧЕСКИЙ И ИНФРАСТРУКТУРНЫЙ КОМПОНЕНТЫ

6 Центральное место в длинном перечне экспортных трубопроводов в западном направлении, имеющих для ЕС и США приоритетное значение, занимает проект «Южный газовый коридор» (ЮГК) [1]. Он нацелен на диверсификацию маршрутов и источников поставок энергоресурсов Каспийского региона на европейские рынки, что должно, согласно логике западных стратегов, переключить прежде всего Азербайджан и Казахстан на Запад и оторвать их от России. ЮГК является проектом общей стоимостью в 38 млрд долл. Предполагается, что он протянется на 3,5 тыс. км от Баку до юга Италии через территории Грузии, Турции, Греции, Албании [2]. Проект представляет собой интегрированную систему трубопроводов и в настоящее время включает в себя газопровод Баку – Тбилиси – Эрзерум; Южно-Кавказский трубопровод [3], взявший свой старт в 2007 г.; Трансанатолийский газопровод (TANAP) [4] проходящий через Турцию до греческой границы и начавший функционировать в 2018 г.; Трансадриатический газопровод (ТАР) [5] – последний сегмент ЮГП от границы Греции до юга Италии, через Албанию и Адриатическое море, ставший его продолжением. В ноябре 2020 г. началась его коммерческая эксплуатация, с которым Европа связывает большие надежды, так как по нему планирует получить 10 млрд куб. м газа в год [6].
