Abstract

The author analyses the engagement by the U.S. occupation and expeditionary forces in Iraq (2003-2010) of traditional Arab social structures of this country - namely the whole range of tribal networks. Before entering Iraq the U.S. did not have this experience and thus it's useful to follow the change in the character of the relationship with tribes from the level of almost absolute absence of understanding and underestimation of tribal factor to the level of cooperation and even financing of certain needs of local communities, in particular in Al Anbar province. Light is also shed at the contribution of the American think-tankers, first of all by the Washington based U.S. Institute of Peace.

ВВЕДЕНИЕ

2 Начиная иракскую авантюру в марте 2003 г., Вашингтон имел весьма ограниченное представление о той стране, которую собирался подчинить, а затем демократизировать. Имевшиеся знания о регионе, наработанные многочисленным и разветвлённым американским научно-экспертным сообществом, не оказали ощутимого эффекта на подходы и действия посланного в Ирак контингента вооружённых сил и созданной там оккупационной власти.
3 После взятия Багдада в апреле 2003 г. управление Ираком в 2003–2004 гг. осуществляла Администрация по реконструкции и гуманитарному содействию (The Office for Reconstruction and Humanitarian Assistance), созданная в США в январе 2003 г., ещё до вторжения в Ирак сил так называемой Международной коалиции. Возглавлял Администрацию близкий к министру обороны США Д. Рамсфельду генерал-лейтенант в отставке Дж. Гарнер. Вся созданная американцами система управления, состоявшая из нескольких уровней и структур, представляла собой эксперимент по строительству новой государственности (state-building) на Ближнем Востоке. Однако уже в мае 2003 г. администрация Гарнера была заменена на Коалиционную временную администрацию (КВА). Дж. Гарнера 11 мая 2003 г. сменил бывший дипломат Льюис Пол Бремер, 3-й (более известный как Пол Бремер), который, помимо статуса главы КВА, получил должности спецпредставителя президента США в Ираке и администратора Ирака. 13 июля по его поручению был сформирован подотчётный КВА Иракский правящий совет (ИПС). Несмотря на весьма лимитированную самостоятельность ИПС, Лига арабских государств в сентябре 2003 г. признала его в качестве легитимной власти страны, и представитель ИПС смог занять место представителя Ирака в ЛАГ.
4 1 сентября 2003 г. ИПС объявил состав подчинённого ему кабинета министров из 25 человек. Он просуществовал до 1 июня 2004 г., когда было создано Переходное правительство Ирака, взявшее с 28 июня 2004 г. всю полноту власти в стране, КВА была официально распущена. Пол Бремер в тот же день покинул иракскую территорию.

6 Родоплеменное сообщество Ирака – значительный, если не сказать, наиболее масштабный компонент в структуре иракского населения. Исследования по этой теме имелись в англоязычном информационном пространстве как в виде переводной литературы с арабского языка, так и за авторством самих западных, правда, по большей части британских, экспертов. Дефицита в сведениях, по сути, не было. Писали на эту тему и газеты. Так, в мае 2000 г. обозреватель «Уолл-стрит джорнел» Ст. Глейн опубликовал красноречиво озаглавленную статью «Иракские племена – ключевой источник как лояльности, так и бунта» и фактически предупредил администрацию США о следующем: «По меньшей мере, три четверти иракцев принадлежат к 150 племенам этой страны, которые изначально происходят с Аравийского полуострова, но мигрировали севернее в поисках воды. Семейными узами и кодексом чести они связаны сильнее, чем этническим происхождением или религией. Все, кто правил Ираком – турки-османы, британцы и затем поддерживавшаяся Великобританией иракская монархия, были вынуждены добиваться сотрудничества с их стороны» [1].
