Abstract

Following his inauguration on January 21, 2021, the new Democratic President J. Biden unveiled the “National Strategy for Responding to Covid-19”. It is clear that pandemic and health issues are high on the list of urgent matters for the new 46th President of the United States. The national strategy aims to achieve an improvement in the health situation. Results are monitored on an ongoing basis, which includes the creation of publicly available dash-boards that provide data and facts to assess U.S. progress in the fight against COVID-19. The Biden administration is making efforts to scale up vaccinations, but the country has progressed more slowly than expected as it faced logistical challenges. As of April 8, 2021, 20 percent of the U.S. population was fully vaccinated, giving an estimated 66 million people strong protection against a disease that has already killed more than 500,000 Americans. So far, the vaccine race has been dominated by a handful of relatively wealthy countries: most notably Israel (almost 57% of the population fully vaccinated as of April 7, 2021), Chile (about 22%) and the United States.

The protests against racial and socioeconomic injustice in the 2020 presidential election cycle, which the pandemic revealed with particular force, the attempt to violently, bypassing the legitimate path, to "revise" the election results - all this served as a strong impetus for broad support for democratic reforms, which has risen sharply in recent years, rooted deeper than the period of two presidential cycles. A bill has been submitted to the U.S. Congress, which con-tains measures aimed at some "repair" of the country's political system. J. Biden calls to accept it.

The Democratic President has a special relationship with the U.S. female electorate, whose majority support made his victory possible. President J. Biden has pledged to make efforts to promote the much-suffering Equal Right Amendment (ERA). Moreover, he was one of the initiators of this bill nine times. The amendment is needed by American women, its active supporters, because such a legislative act will once and for all clearly enshrine women's rights in the U.S. Constitution. The real separation of powers objectively does not allow monopolizing and concentrating power in one source, encourages the development of corrective programs and policies for different groups and interests, especially when the need for voices to be listened to is at stake.

ВВЕДЕНИЕ

2 Широкая поддержка демократических реформ резко возросла в последние несколько лет в США, особенно после протестов против расовой несправедливости в 2020 г. Более 180 организаций, представляющих миллионы американцев по всей стране, стали членами коалиции под названием «Декларация за американскую демократию» (The Declaration for American Democracy ). Она выступает за широкомасштабные демократические реформы, требует «решительных и чётких мер для обеспечения американской демократии большей репрезентативности для обычных американцев» [1]. По мнению американских исследователей, эффективные социальные перемены зависят от мотивированных сторонников, которые, несомненно, будут продолжать играть незаменимую роль на пути к радикальным структурным реформам [2]. Тем временем редакционные советы газет по всей стране призвали Конгресс США провести структурные реформы, которые соответствовали бы народным ожиданиям, что свидетельствует об их популярности в сообществах [2].

О ДЕМОКРАТИЧЕСКИХ РЕФОРМАХ

4 17 марта 2021 г. демократы в Сенате США представили билль «Закон о народе, 2021 г.» (For the People Act of 2021), который пользуется широкой поддержкой. Он находится в Сенате под символичным первым номером (S. 1) и пройдёт под наблюдением лидера большинства Чака Шумера (Chuck Schumer) (штат Нью-Йорк). Принятие этого единственного в своём роде законодательного пакета последовало за одобрением его в Палате представителей США 3 марта 2021 г. в ходе решающего голосования [3]. 
5 В законопроекте содержатся меры, направленные на сдерживание ограничения прав избирателей, махинаций и доминирования особых интересов в политической системе. Считается, что многие из негативных стратегий построены на двухпартийной основе, поэтому законодательная инициатива нацелена на четыре задачи: предоставить американцам гораздо больше возможностей для безопасного голосования; создать систему мелких доноров, которая уменьшит власть богатых, особых интересов; сделать транспарентными «секретные» деньги и «иностранные средства» на выборах в США; наложить гораздо более жёсткие этические ограничения на президентов, в том числе обязав их раскрывать копии своих налоговых деклараций. Президент Дж. Байден, выразив свою поддержку инициативе, призвал Конгресс принять законопроект.

7 По замыслу, принятие этого законодательного акта и дальнейшая его имплементация позволит гарантировать всем американцам, в том числе цветным, возможность в полной мере участвовать в демократическом процессе, а также в результате реализованных мер Конгресс сможет «разблокировать прогресс» в политике, что волнует американцев. Речь идёт, прежде всего, о программах «хорошо оплачиваемой работы, чистого воздуха и воды», а также «расовой справедливости» [3].
