Abstract

International tourism has a significant impact on economic, political and cultural ties between states and peoples. This circumstance is relevant for the development of international tourism in many countries, including Russia. The aim of the study is to identify changes in the structure and dynamics of inbound and outbound tourism in Russia during the period from 2014 to 2022. This period is very difficult for the development of the tourism sector, which is caused by geopolitical shifts in the global space, economic and financial sanctions, and the COVID-19 pandemic. The entire study period is divided into three stages: 2014–2019, 2019–2021. and 2021–2022.

Structure of inbound and outbound tourist flow in 2021–2022 has undergone significant changes compared to the periods 2014–2019 and 2019–2021. In 2021, approximately 40% of Russians' foreign trips were to the near abroad. At the same time, the positive dynamics of entry flows to Russia was observed from neighboring states, the CIS countries and a number of states of foreign Asia. Thus, the mutual flow focused mainly on neighboring countries.

1 Введение. В первые два десятилетия XXI в. туризм переживает значительные трансформации в своём развитии. Если в начале века наблюдался бурный рост выездного зарубежного туризма россиян, что было связано с ростом доходов населения, то начиная с 2014 г. данная отрасль стала переживать значительные сдвиги. Это было вызвано как изменениями в политической обстановке в мире, так и экономической ситуацией в России, что в целом негативно отразилось на выездном и въездном туризме. Начиная с 2020 г. международный туризм испытал новый стресс, вызванный всемирной пандемией COVID-19. Вдобавок к этой ситуации в настоящий момент существенное влияние на туристскую отрасль оказывает усложнившиеся военно-политическая обстановка, вызванная началом специальной военной операцией на Украине.
2 Целью исследования является выявление изменений в структуре и динамике въездного и выездного туризма в России в течение периода с 2014 по 2022 гг.
3 Период исследования разделён на три небольших этапа: 2014–2019 гг., 2019–2021 гг. и 2021–2022 гг. (январь–июнь).
4 Состояние изученности вопроса. Изучением выездных и въездных туристских потоков в России занималось достаточно большое количество исследователей. Учитывая события, происходящие ныне на мировой арене, в последние годы данная тема становится всё более актуальной.
5 Следует отметить, что вопросы развития международного туризма в России достаточно часто рассматривались в период до пандемии COVID-19. Например, публикации [1; 22] были посвящены анализу въездного туризма в Россию, а статьи [4; 9; 17; 26] — выездного туризма россиян, в т. ч. в соседние страны [18; 19], при этом работы [11; 12; 20; 28] охватывали обзор как въездного, так и выездного туризма. В частности, А. А. Гудков в своей работе осуществил экспресс-анализ туристских потоков в России в 2014–2017 гг. [11]. А. Е. Медовый и А. А. Петрив провели анализ статистических данных въездного и выездного туристских потоков в период 2014–2016 гг. [20]. Динамика туристских потоков из России в период 2006–2017 гг. была рассмотрена Е. С. Голомидовой, А. Г. Манаковым и Р. А. Васильевым [9]. И. П. Кульгачёв, М. М. Романова и Л. А. Савинкина в своём исследовании [17] предприняли попытку проведения периодизации развития выездного туризма. Всего они выделили четыре этапа: 1992–1999 гг. — период доминирования «челночного», или шопинг-туризма; 2000–2009 гг. — нарастание рекреационного туризма; 2010–2013 гг. — усиление тенденции роста выездного туризма; 2014–2018 гг. — начальный период санкций, а также влияние на выездной туризм россиян терроризма в ряде стран.
6 С началом пандемии COVID-19 количество публикаций по международному туризму резко возросло, в них рассматривалось влияние пандемии на развитие туризма в России в целом [7; 25], на въездной [10; 15] и выездной туризм [23; 27], включая проблемы и прогнозы на региональном уровне [3; 6]. В частности, особенности развития выездного туризма из России в период пандемии коронавируса были рассмотрены А. А. Захаровой и Л. В. Евграфовой [14]. Итоги 2020–2021 гг. в этом плане были подведены Л. В. Деточенко и В. В. Фесенко [13], а отдельно результаты 2021 г. — Р .В. Вяткиным, Н. М. Зеленцовым и О. И. Никитиной [8].
