Abstract

The article is devoted to the use of modern digital technologies for the establishment of scientific, educational, cultural and interstate relations between Russia and Papua New Guinea in the period from 2017 to the present. The methods of digitalization used by the Miklouho-Maclay Foundation for the Preservation of Ethnocultural Heritage for preserving scientific, historical and cultural traditions in the South Pacific studies by domestic researchers both on the basis of archive materials and in the creation of new projects, are analyzed. The Foundation's work on the creation of exhibits, museum projects, digital maps, popular science films, books and international educational online platforms is based on the methods of digital humanitarianism, contributing to the development of intercultural dialogue with foreign partners and bringing together scientists in the Association of the South Pacific Researchers. It is shown how the results of the activities of a non-profit organization meet the requirements of the national program “Digital Economy of the Russian Federation” of the Russian Federation.

1 Деятельность по сохранению и обеспечению преемственности научных традиций, необходимая для передачи накопленного опыта и знаний следующим поколениям ученых, является основополагающим фактором развития научных теорий, идей и понятий, методов и средств научного познания. И если в эпоху до создания электронных носителей информации этот процесс осуществлялся путем фиксации и передачи научных данных на бумажных носителях, доступ к которым мог быть ограничен или утерян навсегда, то в век современных цифровых технологий передача научных знаний перенесена на высокотехнологичный уровень, который обеспечивает надежное и длительное хранение данных в цифровом формате и открывает всеобщий доступ к ним благодаря интернету в виртуальном пространстве, стирая границы и открывая возможности развития межкультурных, международных коммуникаций.
2 И если в эпоху до создания электронных носителей информации этот процесс осуществлялся путем фиксации и передачи научных данных на бумажных носителях, доступ к которым мог быть ограничен или утерян навсегда, то в век современных цифровых технологий передача научных знаний перенесена на высокотехнологичный уровень, который обеспечивает надежное и длительное хранение данных в цифровом формате и открывает всеобщий доступ к ним в виртуальном пространстве.
3 Постановлением Правительства Российской Федерации от 29 марта 2019 г. № 377 была утверждена государственная программа «Научно-технологическое развитие Российской Федерации» [1, с. 1, 5] со сроком реализации на 2020–2030-е гг., в задачи которой входят «эффективная организация и технологическое обновление научной, научно-технической и инновационной (высокотехнологичной) деятельности» [1, с. 3], «поддержка всех стадий “жизненного цикла” знаний за счет формирования эффективной системы коммуникации в области науки, технологий и инноваций» [1, с. 4] и создание «инфраструктуры информационного обеспечения научной, научно-технической и инновационной высокотехнологичной деятельности с обеспечением беспрепятственного доступа к ней» [1, с. 4]. В подпрограмме «Развитие национального интеллектуального капитала» указана необходимость «расширения влияния науки на общество» [1, с. 11].
4 Распоряжением Правительства Российской Федерации от 21 декабря 2021 г. № 3759-р [2] на основе соответствующих указов и поручений президента РФ, включая указ президента Российской Федерации от 21 июля 2020 г. № 474 «О национальных целях развития Российской Федерации на период до 2030 года» [3], было утверждено «Стратегическое направление в области цифровой трансформации науки и высшего образования» [2, с. 2], которое предусматривает в период с 2021 по 2030 г. «достижение “цифровой зрелости” ключевых отраслей экономики и социальной сферы, в том числе здравоохранения и образования» [2, с. 6], а также «обеспечение передовой инфраструктуры для научных исследований» [2, с. 6].
