3 Dear colleagues and participants of the conference Strategic Tasks of Fuel and Energy Complex Development and Problems of Legal Support: View of the State, Science and Business!
4 Since 2017, the Ministry of Energy of the Russian Federation has been holding the Russian Energy Week International Forum. The Ministry pays special attention to the legislative support and development of the fuel and energy complex. The year 2020 was no exception despite the remote format of the event. A wide range of specialists was involved in the discussion this time: fuel and energy complex lawyers, representatives of the scientific and expert community, representatives of the State, science, business, and non-governmental organizations. The proposals and recommendations for the further development of energy laws were drew up.
5 This year, the following issues were discussed:
6 — On the trend of legal support for activities of natural monopolies in the energy sector;
7 On the legal support of fuel and energy complex activities under extreme conditions (on the example the coronavirus pandemic);
8 On the tasks of further development of legal support for renewable energy use;
9 On the areas of legal support to meet oil industry challenges in today’s Russia as a part of the Energy Strategy;
10 On the areas of concern in the legal regulation of foreign economic activities of gas exporters as the parties to foreign gas exchange trade;
11 On the development of the main gas transportation infrastructure and areas of concern in the legal regulation;
12 On the areas of concern in the execution of framework agreements by energy companies under current procurement laws, etc.
13 The conference participants’ reports will be published in the Energy Law Forum journal.
14 On behalf of the Ministry of Energy of the Russian Federation and on my own behalf, I would like to congratulate the participants and co-organizers of the conference, the Association of Lawyers of Russia, the Association of Lawyers of Russia’s Commission on Energy Law and Legislative Development in the Fuel and Energy Complex, the Energy Law Department of the Kutafin Moscow State Law University (MSAL), the Energy Law Center of the Saint-Petersburg State Economic University, and the Lawyer Publishing Group and wish further fruitful work for the benefit of the energy sector in the Russian Federation. We are looking forward to seeing you all at the Russian Energy Week in 2021!

17 On behalf of the Association of Lawyers of Russia and on my own behalf, I would like to welcome you to the conference on the legal regulation of the fuel and energy complex.
18 The fuel and energy complex is of strategic importance for the development of Russia’s economy. In such an important and challenging area of state and business activities, intensive daily scientific and legal, practical, and legislative work is indispensable. The results of this work greatly influence the modernization of the fuel and energy complex and increasing its safety, efficiency, and investment potential, which, in its turn, makes our state and society strong and prosperous.
19 I hope that the conference participants, recognized energy law specialists, will jointly develop productive ideas and ways to implement them. I wish you success and all the best!

21 The last two years have seen a breakthrough in the adoption of relevant strategic planning documents in the energy sector. On May 13, 2019, the Decree of the President of the Russian Federation approved the Doctrine of Energy Security of the Russian Federation. On April 16, 2020, the Decree of the President of the Russian Federation “On Development of Equipment, Technologies and Scientific Research in Nuclear Power Use in the Russian Federation” was signed. On June 9, 2020, the Government of the Russian Federation approved the Energy Strategy of the Russian Federation for the period of up to 2035. On June 13, 2020, the Government of the Russian Federation approved the Program for the Development of the Russian Coal Industry for the period of up to 2035. Strategic objectives of the FEC development need proper legal support. Energy laws has seen quite active development in recent years, however, there are also gaps and problems that need to be worked out in order to establish the most optimal models of legal regulation. In this regard, it is extremely important to have a discussion between representatives of the state, science, business, and public organizations in order to develop proposals that balance the interests of various participants of the energy markets.
